INFORMATION ABOUT AIRPORT TRUST MEETINGS
The Oklahoma City Airport Trust (“Trust”) encourages participation in the public meeting from the
residents of Oklahoma City. Unless otherwise posted, the Trust generally meets at 9:00 a.m. in Council
Chambers at City Hall on the fourth Thursday of each month except in November and December when it
meets the third Thursday of the month at 8:30 a.m. To confirm meeting dates, call (405) 316-3228.
Accommodations
It is the policy of the Trust to ensure the communications with participants and members of the public
with disabilities or those with limited English proficiency are as effective as communications with others.
Anyone with a disability, as defined in the Americans with Disabilities Act, a limited English proficiency,
or in need of an alternate format of the agenda or any information provided at the meeting, an auxiliary
aid, or another specialized service such as a sign language, or language, interpreter in order to participate
in this meeting, should contact the Department of Airports at (405) 316-3228 no later than twenty-four
(24) hours (not including weekends or holidays) before the scheduled meeting.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address. All comments must be relevant to the item. The
Chairperson or presiding officer may, in his or her discretion, prohibit a person from addressing the Trust,
or have any person removed from the Council Chamber, if that person commits any disorderly or
disruptive behavior. Disorderly conduct includes, but is not limited to, any of the following: speaking
without being recognized by the Chairperson or presiding officer; continuing to speak after notice that the
speaker’s allotted time has expired; presenting comments or material not relevant to the item under
discussion; failing to comply with the lawful instructions of the Chairperson or presiding officer; or
engaging in other conduct, activity, or speech that disrupts the business of the Trust. Pursuant to 21 O.S.
§280, disruptive conduct includes any conduct that is “violent, threatening, abusive, obscene, or
jeopardizing the safety of self or others”. A person may also be subject to arrest and removal from the
Municipal Building for violation of Oklahoma City Municipal Code 2020, §30-81 Disorderly conduct
and/or for violation of 21 O.S. §280-Willfully Disturbing, Interfering With or Disrupting State Business,
Agency Operations or Employees.
Citizens who have signed up to speak may address the Trust on any agenda item, except those agenda
items falling into the exceptions identified below, or under the “Citizens to be Heard.” Citizens may not
address the Trust regarding items under “Director Reports” or “Items from Trustees” (except for
items listed for a vote or if asked for comments from a Trustee). Citizens to be Heard is not provided as a
forum to announce a candidacy for public office, or a forum for any previously announced public
candidates or citizen to campaign on any political issue during the Trust’s meeting. Comments must
concern Trust services, policies, facilities, or items on the agenda.
Citizens who wish to be recognized for comments to Trust are encouraged to call the Department of
Airports at (405) 316-3228, twenty-four (24) hours prior to the Trust meeting, but citizens may also sign
up to speak at the meeting. Any person addressing the Trust shall have up to three (3) minutes to speak
unless additional time is granted by the presiding Chair.
Trust Actions
The Trust can take official action on items that appear on the agenda. At the time action is taken, the Trust
may elect to act as stated on the agenda or to alternatively dispose of any agenda item by otherwise
adopting, approving, ratifying, denying, deferring, amending, modifying, recommending, or continuing
the item listed on the agenda. When more information is needed to act on an item, the Trust may elect to
refer the matter to the Airport Director or any of the Trust’s assigned Municipal Counselors. The Trust
may also elect to refer items to a committee of the Trust, to a board or commission, or to an independent
consultant for additional study. Under certain circumstances, items may be stricken from the agenda
entirely.
Items listed under each category in this agenda are usually approved as a group or section upon motion
from a Trustee. Trustees, staff, or citizens may request discussion or separate action on any item on the
agenda.

A. Final Acceptance of completed project with Rudy Construction Co., Project
No. OCAT WRWA 2502, Reconstruct Terminal Apron South Gates – Phase
II, and placing the Maintenance Bond into effect.
B. Air Carrier Incentive Agreement with Allegiant Air, to reimburse marketing
funds in accordance with the 2025 Will Rogers International Airport Air
Carrier Incentive Program for the promotion of Allegiant Air’s new nonstop
service for an unserved route to Gulf Shores, Alabama.
C. Professional Services Contract for engineering services with Garver LLC,
Project No. OCAT OKC 2622, Rehabilitation of Runway 17R/35L,
Shoulders, Blast Pad, & Lighting, $1,675,300.
D. Ground Services Agreement for courtesy vehicle services with Busco, Inc.,
dba Arrow Stage Lines, $750, August 1, 2026 through July 31, 2027.
E. Ground Services Agreement for courtesy vehicle services with Premier
Hospitality Group 2 LLC dba Hampton Inn and Suites, $750, August 1, 2026
through July 31, 2027.
F. Ground Services Agreement for courtesy vehicle services with Wichita and
Affiliated Tribes dba Sugar Creek Casino, $750, August 1, 2026 through July
31, 2027.
G. Ratifying and approving Addendum No. 1 to RFQ-OCAT-2510, Commercial,
Industrial, and Aeronautical Real Estate Brokerage Services, awarding and
approving the Agreement to CBRE, Inc., retroactive to July 1, 2026 through
June 30, 2031.

H. Amendment No. 1 and Restated Construction Management at Risk Service
Agreement with Lingo Construction Services, LLC, Project No. OCAT
WRWA 2427, New Parking Garage, amending certain language to add
construction administrative services.
I. Amendment No. 5 to the Lease Agreement with Metro Technology Centers
School District No. 22, to exercise the fifth of nine successive one year option
periods, reduce the Lease Premises by 2.89 acres, and revise the schedule of
rentals and fees as agreed by the parties, retroactive to July 1, 2026 through
June 30, 2027.
J. Change Order No. 3 to the Construction Contract with Hunter Mechanical &
Controls, Inc., Project No. OCAT WRWA 2432, Air Navigation Facility 1
Mechanical Renovation, Mike Monroney Aeronautical Center, increase of
$44,483.84.
K. Change Order No. 3 to the Construction Contract with Diversified
Construction of Oklahoma, Inc., Project No. OCAT OKC 2526, ARB
Expansion Joint Replacements, Mike Monroney Aeronautical Center, increase
of 56 calendar days.
L. Plans and Project Manual to be advertised for bids, Project No. OCAT OKC
2619, Pedestrian Access West.
M. Request for Proposals to be advertised for the solicitation of a Professional
Services Agreement for the Inspection, Maintenance, and Repair Services for
Passenger Boarding Bridges, RFP-OCAT-2603.
N. Resolution to adopt Sourcewell Contract 082025 and authorizing the
purchase of one Panther 6X6 Aircraft Rescue Fire Fighting Truck from
Rosenbauer America, LLC, utilizing Sourcewell Contract 082025-RSD,
estimated cost $1,178,701.
O. Resolution to adopt State of Oklahoma Contract SW0185 and authorizing the
rental of two 150-ton low temperature chillers mounted on one flatbed trailer
for Hangar 9, Mike Monroney Aeronautical Center, from Phoenix Diversified
LLC, utilizing State of Oklahoma Contract SW0185, estimated cost
$356,524.27.
P. Resolution authorizing the Director of Airports to submit a grant application
for OKC Will Rogers International Airport to the Federal Aviation
Administration for the Airport Improvement Program Supplemental
Discretionary Grant for Rehabilitate Runway 17R/35L-Design; agreeing to
the acceptance and compliance with all required understandings and grant
assurances for the project; acknowledging this resolution as their official
action and acceptance of the applicable grant if offered by the Federal
Aviation Administration under such substantially similar terms described
herein; designating the Oklahoma City Airport Trust’s Official
Representatives and authorizing the Official Representatives to administer
and electronically execute the applicable grant documents on behalf of the
Trust without further action by the Trust; and the Trust authorizes the
payment of Trust funds for the required local match and any other project
costs not funded by the applicable grant program.

Q. Resolution ratifying the actions of the Director of Airports in submitting an
application for OKC Will Rogers International Airport to the Transportation
Security Administration; authorizing participation in the Transportation
Security Administration Law Enforcement, Security and Operations
Management Law Enforcement Officer Reimbursement Program; agreeing to
the acceptance of and compliance with all required terms and conditions of
the program; acknowledging this Resolution as their official action
authorizing participation in the program if offered by the Transportation
Security Administration under substantially similar terms described herein;
designating the Oklahoma City Airport Trust’s Official Representatives and
authorizing the Official Representatives to administer and electronically
execute the applicable agreements and related documents on behalf of the
Trust without further action by the Trust.
V. Wiley Post Airport
A. Ratifying and approving Addendum No. 1; awarding the Construction
Contract to Fencing Unlimited LLC, Project No. OCAT PWA 2605,
Perimeter Fence and Gates, $1,393,670; and approving the contract and
bonds.
B. Amendment No. 2 to the Professional Services Contract for engineering
services with KSA Engineers, Inc., Project No. OCAT WPA 2403, Construct
New Airport Traffic Control Tower, increase of $1,121,911, and updating
certain mandatory language required by the Federal Aviation Administration.
C. Amendment No. 7 to the Construction Contract with T.J. Campbell
Construction Co., Project No. OCAT WPA 2419, Drainage Improvements –
Phase 1, increase of $22,785, and 373 calendar days.
D. Plans and Project Manual to be advertised for bids, Project No. OCAT PWA
2620, Gulfstream Demolition Phase II.
E. Resolution authorizing the Director of Airports to submit a grant application
for Wiley Post Airport to the Federal Aviation Administration for the Airport
Infrastructure Grant Program for the Construct New Air Traffic Control
Tower project; agreeing to the acceptance and compliance with all required
understandings and grant assurances; acknowledging this resolution as their
official action and acceptance of the applicable grant if offered by the Federal
Aviation Administration under such substantially similar terms described
herein; designating the Oklahoma City Airport Trust’s Official
Representatives and authorizing the Official Representatives to administer
and electronically execute the applicable grant documents on behalf of the
Trust without further action by the Trust; and the Trust authorizes the
payment of Trust funds for the required local match and any other project

provide certain software and installation of said software for asset
management at no cost, August 1, 2026 through July 31, 2027.
B. Amendment No. 3 to the Professional Services Contract with ENERCON
Services, Inc., for Project No. OCAT GEN 2415, On-Call Multi-Year
Environmental Compliance Services Contract, July 25, 2026 through July 24,
2027.
C. Amendment No. 3 to the Professional Services Contract with Freese and
Nichols, Inc., for Project No. OCAT GEN 2415, On-Call Multi-Year
Environmental Compliance Services, July 25, 2026 through July 24, 2027.
D. Amendment No. 4 and Restated Audit Contract with Allen, Gibbs, & Houlik
L.C., for the performance of the Fiscal Year 2025-2026 annual audit, not to
exceed $52,518, retroactive to July 1, 2026 through June 30, 2027.
E. Project Manual to be advertised for bids, Project No. OCAT GEN 2701,
Electrical and Street Lighting Maintenance and Repairs.
VIII. Easements
A. Grant Permanent Easement from The Oklahoma City Airport Trust to The
City of Oklahoma City for water improvements, WF-2025-00035. OKC Will
Rogers International Airport.
B. Avigation and Hazard Easement be accepted by The City of Oklahoma City
and the Oklahoma City Airport Trust from HL American Investments, LLC,
6120 SW 29th Street. OKC Will Rogers International Airport.
C. Avigation and Hazard Easement be accepted by The City of Oklahoma City
and the Oklahoma City Airport Trust from RJK Properties, LLC, 3920 SW
149th Street. OKC Will Rogers International Airport.
