City of Olathe City Council 100 E. Santa Fe | Council Chamber Tuesday | August 22, 2023 | 5:30 PM Budget Hearing 1. CALL TO ORDER Present: Mickelson, McCoy, Bacon, Vogt, Gilmore, and Essex Absent: Felter Others in attendance were City Manager, Michael Wilkes, Deputy City Manager, Susan Sherman, and City Attorney, Ron Shaver. 2. BEGIN TELEVISED SESSION – 5:30 P. M. Mayor Bacon opened the meeting with the Pledge of Allegiance. 3. PUBLIC HEARINGS A. Public hearing, pursuant to K.S.A. 79-2929 and K.S.A. 79-2988, to hear comments regarding the proposed City of Olathe FY 2024 Budget and exceeding the revenue neutral rate. Mayor Bacon opened the public hearing and invited citizen comments. Joe Becker, 14323 S Houston, spoke against exceeding revenue neutral. Gary Howell, 21009 W 118th Terrace, spoke against the proposed 2024 budget. Pam Frase, 20977 W 125th Street, spoke about the lack of sidewalks on Lone Elm and would like to see them included in the budget. Greg Betzen, 19998 W 122nd Terrace, spoke about the 119th and Woodland project. Claire Reagan, 17673 W. 156th Street, spoke in favor of the proposed 2024 budget. He explained the rebate program for income qualified residents that is included in the proposed budget and also said the sidewalks Ms. Frase referenced are included in the CIP. B. Consideration of Resolution No. 23-1057 authorizing a levy of property taxes for the 2024 budget that requires a property tax rate exceeding the revenue neutral rate. Councilmember Gilmore reminded everyone that this resolution does not set the mill levy but only sets the maximum. Councilmember Essex also pointed out that the information included in resident's property tax statement from the County does not reflect the reduction staff has proposed in the 2024 budget. Motion by GIlmore, seconded by Vogt, to approve Resolution No. 23-1067. The motion carried with teh following vote: Yes: Mickelson, McCoy, Bacon, Vogt, Gilmore, and Essex Absent: Felter Motion by Gilmore, seconded by Vogt, to close the public hearing. The motion carried with the following vote: Yes: Mickelson, McCoy, Bacon, Vogt, Gilmore, and Essex Absent: Felter Mayor Bacon reminded everyone that the 2024 budget would be considered at the September 5, 2023 council meeting. He also shared that the Olathe mill levy is the second lowest in the state of Kansas. Councilmember McCoy also noted that the mill levy has decreased significantly since the 90's. Councilmember Vogt said she would like to see a continual decline in the mill levy without compromising city services. Councilmember Gilmore says even the 1 mill decrease was not enough compared to the increase in assessed valuations and he is opposed to the proposed 2024 budget.
