City of Olathe City Council 100 E. Santa Fe | Council Chamber Friday | December 5, 2025 | 10:30 AM Special Call 1. CALL TO ORDER Present: Bacon, Vogt, Schoonover, Felter, and Essex Absent: Gilmore, and Vakas 2. EXECUTIVE SESSION Consideration of motion to recess into an executive session to discuss the following items: A. Personnel matters of non-elected personnel regarding the City Manager position pursuant to the exception provided in K.S.A.75-4319(b)(1). Motion by Vogt, seconded by Felter, to recess into an executive session to discuss personnel matters of non-elected personnel regarding the City Manager position pursuant to the exception provided in K.S.A. 75-4319(b)(1) for 5 hours and 30 minutes, with the open meeting resuming in the Council Chamber at 4:00 P.M. The motion carried with the following vote: Yes: Bacon, Vogt, Schoonover, Felter, and Essex Absent: Gilmore, and Vakas Councilmember Vakas joined the executive session at 10:32 A.M. The open meeting resumed in the Council Chamber at 4:00 P.M. and Mayor Bacon said there was a need to recess back into an executive session for an additional 45 minutes, resuming the open meeting at 4:45 P.M. Councilmember Vogt made the motion and Councilmember Vakas seconded, and the motion carried 4 to 0. At 4:45, Mayor Bacon reconvened the open meeting and again said they needed some additional time. Councilmember Vogt made the motion to recess back in the executive session for an additional 15 minutes with the open meeting resuming in the Council Chamber at 5:00 P.M. Councilmember Schoonover seconded the motion and it passed 4 to 0. The open meeting resumed in the Council Chamber at 5:00 P.M. and Mayor Bacon said there was a need to recess back into an executive session for an additional 10 minutes, resuming the open meeting at 5:10 P.M. At 5:10 P.M., Mayor Bacon reconvened the open meeting and again said they needed a few additional minutes. Councilmember Vogt made the motion to recess back into the executive session for an additional 5 minutes with the open meeting resuming in the Council Chamber at 5:15 P.M. Councilmember Felter seconded the motion and it passed 4 to 0. 3. RECONVENE FROM EXECUTIVE SESSION The open meeting resumed at 5:15 P.M. in the Council Chamber. Motion by Vogt, seconded by Felter, to authorize staff to proceed with the strategies discussed with and directed by the governing body. The motion carried with the following vote: Yes: Bacon, Vogt, Schoonover, Felter, Vakas, and Essex Absent: Gilmore 4. ADJOURNMENT The meeting was adjourned at 5:20 P.M. Brenda D.
