February 10, 2026 COUNCIL CHAMBERS COUNTY OF CATTARAUGUS STATE OF NEW YORK A Regular Meeting of the Olean Common Council of the City of Olean was held on Tuesday, February 10, 2026 at 6:00 p.m. PRESENT: Aldermen Robinson, Keary, McCall, Crawford, and Anastasia ABSENT: Aldermen Bennion and Forney OFFICIALS: Mayor Amy Sherburne; Frank Caputo, City Clerk; Lens Martial, City Auditor; Michael Morgan, City Attorney; James Sprague, Director of Public Works, and Tiffany Taylor, Managerial Confidential Administrative Secretary At this time a prayer was given by Mr. Caputo, followed by a salute to the flag. READING, CORRECTING, AND APPROVAL OF THE MINUTES OF THE PREVIOUS REGULAR MEETING A motion to approve the minutes of the January 27, 2026 Regular Meeting was made by Alderman Robinson, seconded by Alderman Anastasia. Voice vote, ayes all. Motion carried. COMMITTEE REPORTS & UNFINISHED COUNCIL BUSINESS None COMMUNICATIONS FROM THE MAYOR Mayor Sherburne thanked Ms. Taylor for putting together binders handed out to the Council that include all of the City’s capital project. She noted these will be updated on a regular basis. PUBLIC COMMENT/INPUT Alderman McCall explained the downtown shops on Union Street and some on State Street have come together to support each other under the umbrella of “Shops on Union.” She explained this Thursday, February 12, 2026 from 5:00 p.m. until 8:00 p.m. they will be having a ladies night, and will also be collecting donations of cereal and peanut butter for the food pantry. She asked residents to support our local shop owners who are committed to Olean, Robert Kennedy of 917 Seneca Avenue explained with spring coming up, he will be doing another cleanup through Olean as he did last year. He explained he will be talking to DPW about garbage bags and trash disposal. He explained he would also like to see about painting bridges to help clean up the City. FINANCE / BILLS None RESOLUTIONS RESOLUTION #05-26 PL #04-26 By Alderman Crawford, Seconded by Alderman Robinson TO AMEND THE CITY OF OLEAN CODE OF ORDINANCES SECTION 24-135 TO PROHIBIT PARKING ON THE SOUTHEAST CORNER OF NORTH 9TH STREET AT ITS INTERSECTION WITH WASHINGTON STREET FOR A DISTANCE OF 20 FEET SOUTH RESOLVED, that the City of Olean Code of Ordinances Section 24-135, No Parking Here to Corner, is hereby amended to include the following: Street Side Extent 9th Street, North East 20 feet south from its intersection with Washington Street RESOLVED, that this Resolution is hereby effective immediately. February 10, 2026 TO CONFIRM THE MAYORAL APPOINTMENT OF WILLIAM EATON TO THE ZONING BOARD OF APPEALS RESOLVED, that the Common Council hereby confirms the appointment of William Eaton to the Zoning Board of Appeals for a term expiring December 31, 2026. RESOLVED, that this Resolution is hereby effective immediately. ROLL CALL, AYES ALL. MOTION CARRIED. RESOLUTION #10-26 PL #09-26 By Alderman Anastasia, Seconded by Alderman Crawford TO CONFIRM THE MAYORAL APPOINTMENT OF STEVEN ROGERS TO THE ZONING BOARD OF APPEALS RESOLVED, that the Common Council hereby confirms the appointment of Steven Rogers to the Zoning Board of Appeals for a term expiring December 31, 2030. RESOLVED, that this Resolution is hereby effective immediately. ROLL CALL, AYES ALL EXCEPT ALDERMAN ROBINSON, WHO VOTED NO. MOTION CARRIED. RESOLUTION #11-26 PL #10-26 By Alderman Anastasia, Seconded by Alderman McCall TO CONFIRM THE MAYORAL APPOINTMENT OF JAMES RUCINSKI TO THE ZONING BOARD OF APPEALS RESOLVED, that the Common Council hereby confirms the appointment of James Rucinski to the Zoning Board of Appeals for a term expiring December 31, 2029.
