PUBLIC SAFETY Tuesday, November 4, 2025 – 6:15 p.m. Council Chambers – Olean Municipal Building Members: Chairman Robinson, Vice Chairman Anastasia, Alderman Bennion, Alderman Keary, Alderman Forney, and Alderman McCall. Others: Mayor William Aiello; Frank Caputo, City Clerk; Lens Martial, City Auditor; James Sprague, Director of Public Works, and Tiffany Taylor, Managerial Confidential Administrative Secretary. 1. Roll Call Alderman Robinson called the meeting to order at 6:15 p.m. and asked that the record show that all committee members were present except Alderman Crawford, who was excused. 2. Approval of Minutes of the Previous Committee Meeting (Tuesday, October 21, 2025) A motion to approve the minutes of the October 21, 2025 committee meeting was made by Alderman Robinson, seconded by Alderman Anastasia. Voice vote, ayes all. Motion carried. 3. Unfinished Business a. North Union Street Lighting (LED Streetlights / Sidewalk Lighting) Director Sprague explained since this was talked about last, he has put together a brief plan of how he would recommend we proceed to work our way through all of the lighting on North Union Street. He explained he is still filing in some details. He explained he has received the first piece of cost data to replace all of the street light heads but not the poles, and the preliminary estimate for that is $80,000 to $85,000. He explained the remainder includes the pedestrian lighting as a phase and the string decorative lighting as a phase. He explained he is making progress on this and putting together a whole package so when he has more details he can present it to the Council in a way that the Council sees all of the details and the whole cost. Alderman Robinson explained we can follow up on this at the first meeting in December. Alderman Bennion asked how much funding remains in the North Union Street capital fund to use towards this and Mr. Marital explained Capital Fund #201 has a balance of $86,290. Alderman Robinson asked that is this takes too long, that we can at least separate out the street lights to take care of the public safety concern sooner. Director Sprague explained that is why he has set this up in phases so the street lights can be taken care of first. 4. New Referrals for Consideration a. Left Turn Signal – West State Street / Independence Drive, New Signal Alderman Robinson explained he sent a photo to the Council a few days ago to show the left turn signal is working again. He explained he will postpone the discussion on the new signal to the next meeting on November 18, 2025. b. Crosswalk / Signage – North 7th Street Postponed to November 18, 2025. 5. Approval of Committee Reports None 6. Adjournment A motion to adjourn was made by Alderman Robinson, seconded by Alderman Keary. Voice vote, ayes all. Motion carried. Meeting adjourned at approximately 6:25 p.m.
