PUBLIC SAFETY
Tuesday, October 21, 2025 – 6:15 p.m.
Council Chambers – Olean Municipal Building
Present: Members: Chairman Robinson, Vice Chairman Anastasia, Alderman Bennion, Alderman
Keary, Alderman Forney, Alderman McCall, and Alderman Crawford. Others: Mayor William
Aiello; Lens Martial, City Clerk; James Sprague, Director of Public Works, and Tiffany Taylor,
Managerial Confidential Administrative Secretary.
1. Roll Call
Alderman Robinson called the meeting to order at 6:15 p.m. and asked that the record show that
all committee members were present.
2. Approval of Minutes of the Previous Committee Meeting (Tuesday, October 7, 2025)
A motion to approve the minutes of the October 7, 2025 committee meeting was made by
Alderman Robinson, seconded by Alderman Anastasia. Voice vote, ayes all. Motion carried.
3. Unfinished Business
a. Queen Street Railroad Pedestrian Crossing Lighting
Alderman Sprague explained this has been discussed at length. He explained he has received a
proposal back from National Grid to 8update the streetlight on the north end of the tunnel and
to install a new one on the south end of the tunnel. He explained he has gotten the photo metrics
for the lights, which is a graph that shows the spread of the light that the particular luminary will
provide. He explained he has done some engineering math to figure out if the light will go all the
way through the tunnel, as the Council requested. He explained with the proposed luminaries
and a tweak of position, there is an intersection of two lights in the tunnel. He explained he did
not take into account the reflective light going into the tunnel with the bright galvanized finish
and the ripples reflecting light. He explained when you look at the surface of the sidewalk, there
will be a point where the light flow will intersect, so he is confident the entire inside of the tunnel
will be lit with these two lights. He explained the Council will need to pass a resolution to add
one new light as well as one to change the arm on the other light that is currently in place.

Motion to adjourn was made by Alderman Robinson, seconded by Alderman Bennion. Voice vote,
ayes all. Motion carried. Meeting adjourned at approximately 6:20 p.m.
