PUBLIC SAFETY Tuesday, February 17, 2026 – 7:15 p.m. Council Chambers – Olean Municipal Building Present: Members: Chairman Robinson, Vice Chairman Anastasia, Alderman Bennion, Alderman Keary, Alderman Forney, Alderman McCall, and Alderman Crawford. Others: Mayor Amy Sherburne; Lens Martial, City Clerk; Keri Kerper, Community Development Program Coordinator; James Sprague, Director of Public Works, and Tiffany Taylor, Managerial Confidential Administrative Secretary. 1. Roll Call Alderman Robinson called the meeting to order and asked that the record show that all committee members were present. 2. Approval of Minutes of the Previous Committee Meeting (Tuesday, February 3, 2026) A motion to approve the minutes of the February 3, 2026 committee meeting was made by Alderman Robinson, seconded by Alderman Bennion. Voice vote, ayes all. Motion carried. 3. Unfinished Business a. North Union Street Lighting Director Sprague explained technical specifications have been assembled and he needs to package the information and get the RFP for the new streetlight heads. He explained that is phase I of the plan, and after that is complete we can move onto phase II which will be a bit more time- consuming. He explained he did find some historic drawings that had pedestrian lighting arms on the back of the streetlight poles, which will be an option as far as the poles go. He explained changing the heads on the lights will be to a modern upgraded LED light, and the head will also be slightly amiable as a lot of the light is lost now to the parking lane, leaving the driving lane darker. Alderman Bennion asked if the new lights will be a higher lumen and Director Sprague explained they will be a stronger light than what we have. 4. New Referrals for Consideration a. Remove No Parking Signs – East Elm Street Alderman Anastasia explained two weeks ago he sent out an email regarding this and explained the school on the street is no longer using busses. He explained they would like the no parking except busses signs removed, and explained there are three signs there. He explained he will be putting forward a PL and Resolution to do so.  5. Approval of Committee Reports None 6. Adjournment A motion to adjourn was made by Alderman Robinson, seconded by Alderman McCall. Voice vote, ayes all. Motion carried.
