CALL TO ORDER The meeting was called to order at 6:06 p.m. 1.A ROLL CALL Present: 9- Chair Trent Hart, Commissioner Megan Drygas, Commissioner Michael Olson, Commissioner Rick Perry, Commissioner Danielle Westbrook, Co-Chair Ron Hinton, Commissioner Marygrace Jennings, Commissioner Erin McGown, and Commissioner Katie Nelson Absent: 2- Commissioner Diane Robertson, and Commissioner Frank Barber 2. APPROVAL OF AGENDA Chair Hart asked if there were any changes to the agenda. Hearing none, the agenda was approved. 3. APPROVAL OF MINUTES 13-0351 Approve April 2013 Minutes Chair Hart asked if there were any changes to the minutes. Hearing none, the minutes were approved. 4. PUBLIC COMMENT 5. ANNOUNCEMENTS Commissioners shared information on past and upcoming art events. 6. BUSINESS ITEMS 13-0345 Percival Plinth Project Sculpture Recommendation for 2013 The jury was held Monday, May 6, with Commissioners Drygas, Gallagher and Chair Hart (filling in for Commissioner Miller) serving as jurors. The jury recommended 13 sculptures out of 27 pieces by 18 artists, almost double from last year. The Commissioners intended to select 15 sculptures, but reduced the selection to add $80 to keep the stipend competitive City of Olympia Page 1 Arts Commission Meeting Minutes May 9, 2013 with the requirement of a business license purchase for participating artists. Commissioners appreciated the range of sculpture in materials, theme and approach. Commissioners Westbrook and Nelson moved, seconded by Commissioner Hinton to approve the recommendation and forward it to the City Council for final approval at the May 21, 2013 Council meeting. The motion passed unanimously. 7. REPORTS 13-0346 Commission Items 2.E Public Art Assessment Participants include Commissioner Perry/The Olympia Center; Commissioner Nelson/Downtown; Commissioner McGown/Southeast; Commissioner Jennings/Eastside; and Commissioner Olson/Westside. Assessments are to be returned at the next Commisison meeting in June. 2.G Comprehensive Plan Update The Comprehensive Plan will be available for review on May 20. Ms. Johnson will send out the website link. The Commission was asked to review and invited to respond as a body or participate as individuals. 2.I Music in Olympia A sub-committee has been formed with Commissioners Westbrook, Perry, Olson, Barber, and Chair Hart. 2.J Define Theater District - Item Name Arts & Entertainment District The sub-committee of Commissioners Westbrook, Robertson and Chair Hart have developed a working paper on the topic which will be shared with a focus group on May 28 for feedback. More stakeholder/community meetings will follow before a recommendation is presented to Council. 2.K Street Designations A sub-committee is working on the concept. 2.L City Entry Signs No report. The report was received. 13-0347 Community Events & Outreach Report 1.2 Area Arts Promotion Ms. Johnson will set up a meeting with the City IT staff to determine what is possible through the City website. 1.3 Music Survey - Phase II No report. City of Olympia Page 2 Arts Commission Meeting Minutes May 9, 2013 1.8 Community Mural Support Commissioner Perry will revise the brochure for review. 2.A Arts Walk Ms. Johnson thanked Commissioners for their help with distributing the maps. She shared that the Arts Walk webpage received 5,616 hits in April, and the Arts Walk app received a combined 2,420 hits - a huge leap over fall. Evaluation forms have been sent to artists and businesses, and responsees will be brought to the next Community Events & Outreach meeting. 2.C Community Arts Roundtable Commissioner Westbrook asked Commissioners to consider being a lead for this item. 2.D Art Ambassador Program Training for new Ambassadors is Saturday, June 1 at 9:00 a.m. Commissioners are encouraged to spread the word. 2.F Arts Day at the Capitol Completed, no report. The report was received. 13-0348 Art in Public Places Committee Report 1.4 Public Art Projects A: The deaccession policy has been reviewed by members of the Art in Public Places (APP) Committee. No changes recommended. The conservation report was completed for the PW Employee Tribute sculptures, and APP is working on a recommendation to the Commission. B: Chair Hart noted he met with the PBIA Chair and staff to help site "Ring Dance #2/CORE," that was purchased from the plinth exhibition, for placement downtown. 1.6 Community Art Process for APP Review No report. 1.7 Artspace Market Study Support Co-Chair Hinton shared that contracts are coming together with Artspace USA and the City. Assistance from the Commission will be needed when the survey is launched in September. 2.H Percival Plinth Peoples' Choice The current exhibition will be deinstalled the week of June 10. Pending Council approval of the recommendation, the new sculptures will go up the week of July 8, with the voting kick-off event on July 26. The voting kick-off will happen on July 26 at 5:30 p.m., with ballots, tours of the sculpture and the opportunity to meet the artists. Commisioners are encouraged to attend. 2.M Washington Center Public Art City of Olympia Page 3 Arts Commission Meeting Minutes May 9, 2013 No report. 2.N Artesian Well Public Art The Our Town grant announcement is anticipated in June. 2.O City Hall Sculpture A sub-committee of Commissioners Barber, McGown, Jennings and Chair Hart has been formed to address the workplan item. The report was received. 8. OTHER TOPICS Ms. Johnson shared there will be an upcoming orientation for new advisory committee members with the City Communications Manager and City Attorney.
