CALL TO ORDER The meeting was called to order at 6:00 p.m. 1.A ROLL CALL Present: 8 - Chair Trent Hart, Co-Chair Ron Hinton, Commissioner Diana Fairbanks, Commissioner Marygrace Jennings, Commissioner Erin McGown, Commissioner Michael Olson, Commissioner Diane Robertson, and Commissioner Danielle Westbrook Absent: 3 - Commissioner Frank Barber, Commissioner Katie Nelson, and Commissioner Rick Perry 2. APPROVAL OF AGENDA Chair Hart asked if there were changes to the agenda. Hearing none, the agenda was approved. 3. APPROVAL OF MINUTES 13-0700 Approval of August 8, 2013 Arts Commission Meeting Minutes Chair Hart asked if there were changes to the minutes. Hearing none, the minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS - None 6. BUSINESS ITEMS 13-0707 Approval of Percival Plinth Project People’s Choice Award 2013 403 votes were received. Of those, 29 were disqualified for not completing the ballot. Of the 374, Rainforest Dream by Leo Osborne was the leader with 85 votes, Breaking Free by Willow Wicklund came in as runner up with 66 votes. Less votes were received overall from last year, and the range between the top two sculptures was much tighter. Rainforest Dream will also be the first piece placed in front of City City of Olympia Page 1 Arts Commission Meeting Minutes September 12, 2013 Hall for a year before being permanently sited per Council request. Co-Chair Hinton moved, seconded by Commissioner Olson, to approve the recommendation. The recommendation was approved. 7. REPORTS 13-0701 Commission Items 2.E Public Art Assessment Completed. 2.G Comprehensive Plan Update Council has extended the deadline for completion of the Comprehensive plan. 2.I Music in Olympia & 2.K Street Designations The sub-committee shared more details about their coming proposal, including scheduling musicians for the summer months to perform in the identified sidewalk locations. Ms. Johnson suggested a meeting with City facilities and agreed to set it up 2.J Define Theater District No report. 2.L City Entry Signs Meeting with City staff scheduled for October. The report was received. 13-0702 Community Events & Outreach Committee Report 1.2 Area Art Promotion Commissioner Robertson shared the video concept for arts promotion and event calendar product. She noted she met with City technical staff and because the promotion would identify specific (commercial) venues, the City is not an appropriate platform host. The Commission supported her proposal to produce a mock-up of her concept to share with arts and tourism agencies who would be a better fit to host. 1.3 Music Survey - Phase II The Saint Martin's University class conducting the Phase II report is back in session. Commissioner Olson will meet with the professor. 1.8 Community Mural Support Commissioners responded to the draft brochure, providing edits for Commissioner Perry and suggestions for distribution. 2.A Arts Walk October 4 &5, with 93 participating venues. Commissioner Westbrook called for map volunteers; Chair Hart, Co-Chair Hinton, Commissioners Robertson, Westbrook, City of Olympia Page 2 Arts Commission Meeting Minutes September 12, 2013 Jennings and McGown responded. Also the Downtown clean up is the week before; everyone is encouraged to attend. 2.C Community Arts Roundtable The Committee has met, nothing to report. 2.D Art Ambassador Program With two weeks left, Commissioners were encouraged to take the tour. 2.F Arts Day at the Capitol Completed. The report was received. 13-0703 Art in Public Places Committee Report 1.4 Public Art Projects Ms. Johnson and Ms. LeDoux reported on the regular maintenance performed over the summer. 1.6 Community Art Process for APP Review No report. 1.7 Artspace Market Study Support Co-Chair Hinton reported the Artspace survey launch event is Wednesday October 9 at the Washington Center. 2.H Percival Plinth Project Peoples' Choice The public's recommendation goes to Council October 1. 2.M Washington Center Public Art No report. 2.N Artesian Well Public Art The City did not receive the Our Town grant, so this item is completed. 2.O City Hall Sculpture City Public Works staff have agreed to fabricate the pedestal.
