CALL TO ORDER The meeting was called to order at 6:01 p.m. 1.A ROLL CALL Present: 8 - Vice Chair Jim Nieland, Committee Member Jessica Bateman, Committee Member Barbara Benson, Committee Member Joel Hansen, Committee Member Gerry Hodge, Committee Member Dave Hughes, Committee Member Noah C McCord, and Committee Member Brian Tomlinson Absent: 3 - Chair Robert L (Rob) Ahlschwede, Committee Member Robert Dengel, and Committee Member Jesse Dwyer 2. PUBLIC HEARING - PARK NAMING OF ARTESIAN WELL SITE 13-0698 Public Hearing - Naming of Park Property at Artesian Well Vice Chair Nieland opened the public hearing at 6:03 p.m. He acknowledged the policies for naming and reviewed the public notification process in detail. Libby Nieland expressed support for a name with "Artesian" as it supports the history of the City well. Vice Chair Nieland closed the public hearing closed at 6:05 p.m. The public hearing was held and closed. 3. APPROVAL OF AGENDA The agenda was approved. 4. APPROVAL OF MINUTES 13-0685 Approval of Park & Recreation Advisory Committee August 1, 2013 Meeting Minutes The minutes were approved. City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes September 5, 2013 Committee 5. PUBLIC COMMENT James Reddick gave an update on the PARC Foundation. He reported the raffle brought in $4,000 which is an increase from 2012. The annual Regional Park Board meeting is being coordinated by Thurston County and they are in process of developing an agenda. Mr. Reddick noted the Association of Washington Cities is interested in providing standardized training for volunteers. 6. ANNOUNCEMENTS - None 7. BUSINESS ITEMS A. CFP/CAMMP Recommendation to Planning Commission. Planning Manager Dave Okerlund presented the preliminary Capital Facilities Plan (CFP) and Condition Assessment and Major Maintenance Program (CAMMP) projects for 2014. Due to budget balancing, this CFP will only include $170,000 for CAMMP instead of the $500,000 that has historically been received. Further discussion and recommendation will be pushed to the October meeting. B. Name Recommendation for Park Property at Artesian Well. Vice Chair Nieland presented the names that were submitted by the public . He presented background information on the train depot and Rachel Corrie, a local activist. The Committee was supportive of naming a feature of the park, such as the stage, after Herb Legg and John Robinson to acknowledge their work and support of the Artesian Well. Many voiced their support for the name "Artesian Commons" or "Artesian Courtyard." Committee Member Tomlinson supported naming the park after Rachel Corrie and stated that if the park was named for a person perhaps the public would be better stewards of the space. Committee Member Dwyer sent his comments by email and stated he was also supportive of naming the park after Rachel Corrie. The Committee discussed the word "commons" and its definitions - inviting, for all, food for a group. Many stated that word seemed to reflect the type of park this would be. The Committee discussed whether to include "well" in the name. The consensus was that the name should be kept short and using "artesian" and "well" seemed redundant. Motion: PRAC recommends that the park at 415 4th Ave E be named "Artesian Commons". Vote: 8-0. Motion passed unanimously. Recommendation will be presented to the General Government Committee on September 10. 8. REPORTS FROM PROJECT LEADS - None City of Olympia Page 2 Parks and Recreation Advisory Meeting Minutes September 5, 2013 Committee 9. SUBCOMMITTEE AND LIAISON REPORTS A. Bicycle & Pedestrian Advisory Committee (Jesse Dwyer) The Committee is looking at possible locations, maybe a park, to set up a bike repair station to replace the Bike N' Bike Shop which closed last month. B. Olympia Planning Commission (Jess Bateman) The Planning Commission will be hosting several special presentations . September 9 - Visualizing Density. October 7 - Trends in Small Housing/Accessory Dwellings. December 2 - Preserve/Enhance Urban Green Space. C. PARC Foundation of Thurston County (Joel Hansen) None. 10. OTHER TOPICS - None 11.
