CALL TO ORDER The meeting was called to order at 6:15 p.m. 1.A ROLL CALL Present: 9 - Chair Trent Hart, Co-Chair Ron Hinton, Commissioner Diana Fairbanks, Commissioner Marygrace Jennings, Commissioner Erin McGown, Commissioner Katie Nelson, Commissioner Michael Olson, Commissioner Rick Perry, and Commissioner Danielle Westbrook 2. APPROVAL OF AGENDA Chair Hart asked if there were changes to the agenda. Hearing none, the agenda was approved. 3. APPROVAL OF MINUTES 13-1029 Approval of November 14, 2013 Arts Commission Meeting Minutes Chair Hart asked if there were changes to the minutes. Hearing none, the minutes were approved. 4. PUBLIC COMMENT Parks, Arts and Recreation Director Paul Simmons introduced himself and noted he was looking forward to working with the Commission. 5. ANNOUNCEMENTS Commissioners shared information on past and upcoming art events. Chair Hart announced that Commissioner Diane Robertson resigned from the Commission in November and gave Commissioners a card to sign for her. 6. BUSINESS ITEMS City of Olympia Page 1 Arts Commission Meeting Minutes December 12, 2013 13-1052 Election of 2014 Officers Commissioner Westbrook moved, seconded by Commissioner Fairbanks, to approve Chair Hart remain as Chair for 2014. The motion was approved. There was discussion on a Co-Chair for 2014, but no formal motion was made. Commionssioner Westbrook moved, seconded by Commissioner Olson, to table this topic to the January 9, 2014 meeting. The motion was approved. 13-1034 Arts Walk Cover Artists 2014 Staff liason Stephanie Johnson shared the results of the jury with the Commission : one recommendation and one alternate each for spring and fall. Commissioner Diana Fairbanks shared the jury experience from her perspective. The Commission also intends to review the cover process in 2014. Chair Hart moved, seconded by Commissioner Nelson, to approve Colleen Cotey for the spring cover and Kristen Etmund for the fall, with Duncan Green as the alternate for both events. The motion was approved. 13-0932 2014 Work Plan Commissioners agreed to meet on Tuesday, January 7 at 5:15 p.m. to refine ideas and brainstorm for the 2014 Work Plan. The discussion was continued to the Arts Commission due back on 1/7/2014. 7. REPORTS 13-1030 Commission Items 2.E Public Art Assessment Completed. 2.G Comprehensive Plan Update No report. 2.I Music in Olympia & 2.K Street Designations General Government report has been moved to January 21. 2.J Define Theater District No report. 2.L City Entry Signs No report. The reports were received. 13-1031 Community Events & Outreach Committee Report City of Olympia Page 2 Arts Commission Meeting Minutes December 12, 2013 1.2 Area Art Promotion This item needs a new lead. 1.3 Music Survey Phase II - Completed. 1.8 Community Mural Support Completed. 2.A Arts Walk Completed. 2.C Community Arts Roundtable This item needs a committee of interested Commissioners to move it forward. 2.D Art Ambassador Program Completed. 2.F Arts Day at the Capitol Completed. The reports were received. 13-1032 Art in Public Places Committee Report 1.4 Public Art Projects An overview of project underway: Public Works Tribute has been deinstalled, there is a recommendation coming for dealing with insect habitation; Sky River Trees will begin reinstallation December 18; a bid packet is being developed for maintenance to the Olympia-Yashiro Bridge Corridor; Park of the 7 Oars recently had invasive plants removed and enjoyed a thorough pruning; warranty issues are being pursued for The Call of Duty. 1.6 Community Art Process for APP Review No report. 1.7 Artspace Market Study Support The survey period has closed. 2.H Percival Plinth Project Peoples' Choice Completed. 2.M Washington Center Public Art No report. 2.N Artesian Well Public Art Completed. City of Olympia Page 3 Arts Commission Meeting Minutes December 12, 2013 2.O City Hall Sculpture Chair Hart will provide drawings for the 3'x3'x3' pedestal at the entrance corner to City Hall to be completed and installed before moving the 2013 People's Choice winner. Regarding the plinth project for 2014, the Art in Public Places Committee confirmed they will offer 13 spots, the new work will be installed before Lakefair, and the potential for the public climbing the work be emphasized on the application. They have begun a list of potential jurors and will complete that task at the January meeting. The reports were received. 8. OTHER TOPICS - None 9.
