CALL TO ORDER The meeting was called to order at 6:00 p.m. 1.A ROLL CALL Present: 9 - Chair Robert L (Rob) Ahlschwede, Vice Chair Jim Nieland, Committee Member Barbara Benson, Committee Member Gerry Hodge, Committee Member Dave Hughes, Committee Member Robert Dengel, Committee Member Jesse Dwyer, Committee Member Noah C McCord, and Committee Member Brian Tomlinson Excused: 2 - Committee Member Jessica Bateman, and Committee Member Joel Hansen 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 13-1054 Approval of October 3, 2013 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. ANNOUNCEMENTS Parks, Arts, and Recreation Director Paul Simmons introduced himself. He stated he was excited to be in Olympia and looks forward to working with the Committee. Mr. James Reddick stated the Regional Park Board Meeting will meet in Tenino on January 29 at 6 p.m. More information will be emailed in January. Mr. Reddick stated the PARC Foundation received four grants from the Nisqually Tribe. 5. PUBLIC COMMENT - None 6. BUSINESS ITEMS City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes December 5, 2013 Committee A. LBA Woods Presentation by Brian Faller Mr. Faller and several members of the LBA Woods Park Coaltion presented a powerpoint on the need to purchase open space properties surrounding LBA Park . The properties are currently slated to be developed with large housing developments. The Coalition advised the Committee and staff to evaluation potential uses of the properties to address community needs and to contact owners regarding purchase options. B. PRAC Evaluations Briefing Committee Member Hodge presented a powerpoint on the park evaluations completed by PRAC. C. Election of Chair and Vice Chair for 2014 Committee unanimously elected Jim Nieland as Chair and Gerry Hodge as Vice-Chair. D. 2014 Workplan The workplan was reviewed and sub-committees and leads were added. PRAC added a new item relating to the collection of data to support the need for more or improved ballfields. E. Finalize Meeting Dates for 2014 The Committee agreed to keep the meeting months the same as 2013 and meet in Febuary, April, May, June, August, September, October and December. Meetings will now be on the 3rd Thursday of the month to avoid conflicts with other advisory committee meetings. F. ActiveNet Presentation by Associate Director Scott River Mr. River presented the new ActiveNet online registration system for classes and programs. He demonstrated several features of the new system. 7. REPORTS Bicycle and Pedestrian Advisory Committee (Jesse Dwyer): BPAC is currently looking at bicycle parking code and four bike spots are required at parks. 8. OTHER TOPICS The Committee had a short discussion on the isthmus. They asked Mayor Pro Tem Jones to request the Citizens Advisory Committee (CAC) complement include a member of Parks and Recreation Advisory Committee. The 2014 budget is the first budget with no full-time equivalent (FTE) cuts. The budget includes an addition of .25 FTE for Urban Forestry and $100,000 for wayfinding signs for bicyclists on less volume streets. The Port is installing a new fueling facility for boats along with with $4.5 million City of Olympia Page 2 Parks and Recreation Advisory Meeting Minutes December 5, 2013 Committee dredging project. Ms. Angie Regensburg has a new book out called Explore Olympia, Tumwater and Lacey. 9. ADJOURNMENT The meeting adjourned at 8:12 p.m. Upcoming The next meeting will be February 20, 2014.
