1. CALL TO ORDER
The meeting was called to order at 4:15 p.m.

2. APPROVAL OF AGENDA
Chair Hart asked if there were changes to the agenda. Hearing none, the
agenda was approved.

Chair Hart asked if there were changes to the minutes. Hearing none, the
minutes were approved.

14-0855 Municipal Art Plan 2014
Commissioners discussed broadening the Municipal Art Plan to be a comprehensive
document that describes the goals and purposes of the Arts Commission, in addition
to providing an expenditure sheet of proposed projects. Commissioners Hicks and
Jennings have been tasked with framing the document based on the attached outline.
Commissioners agreed to a preliminary set of public art projects to be included with
the Municipal Art Plan, many of which are already on the annual Work Plan.

The discussion was continued to the Arts Commission October 9 under File
14-0967.
14-0850 Percival Plinth Project Peoples’ Choice Award 2014
Ms. Johnson shared the results of the vote with Commissioners, noting voters felt
there were many good pieces to choose from this year. The period of voting lasted
from July 25 (with a public kick-off) to August 31, 2014. Out of 481 votes, Illuminated
One by Leo E. Osborne was front runner with 179. Origami #3 Totem by Ken Hall
came in as runner up with 71 votes, and The Night Watchman by Leon White, held
third with 45 votes. The Call for Art goes out again in January 2015, so
Commissioners have time to determine if changes should be made before the next
cycle. Chair Hart thanked all the staff who worked on the vote, from printing ballots to
tabulation.
The recommendation was forwarded to the City Council for consideration at
the September 23, 2014 Council meeting.

1.8 Music Out Loud - Chair Hart noted he and Ms. Johnson met with Randy
Wesselman and began discussion about pedestrian interference with regards to the
performance component of the project. He reported a follow-up meeting had been
scheduled with police, fire and code enforcement staff to thoroughly vet the question.
1.11 Studio Tour - No report.
1.12 Music in Neighborhood Parks - No report.
2.a Arts Walk 48 & 49 - Ms. Johnson called for map deliverers, Chair Hart, and
Commissioners Westbrook, Fairbanks, Nelson, Perry, Hicks and Hinton volunteered.
2.b Art Ambassador Program - Commissioner Westbrook attended the
wrap-up/evaluation meeting with the Ambassadors. She noted lots of energy in the
group to continue to provide tours next year. Ideas to boost participation include
partnering with Downtown Ambassadors or the Visitor & Convention Bureau, and

exploring digital and social media opportunities.
2.d Arts Day at the Capitol - No report.
2.g Area Arts Promotion - No report.

14-0853 Art in Public Places Committee Report
1.2 Municipal Art Plan to City Council - See report under Business Items.
1.5 Utility Box Mural Project - No report.
1.7 City Hall 1% for Public Art - Chair Hart reported attending the Finance Committee
meeting on September 9, where a formal response was provided to the referral to split
the funds remaining for City Hall public art. Councilmembers Selby and Cooper voted
in favor of the recommendation, Mayor Pro Tem Jones noted City Hall currently has a
sufficient representation of public art, and said the funds would best be spent on
public art in other areas of the community. The recommendation passed out of
Finance Committee on a 2 to 1 vote. The item goes to the full Council on September
23.
