1. CALL TO ORDER
Chair Hart called the meeting to order at 6:01 p.m.

Absent: 4 - Commissioner Diana Fairbanks, Commissioner Michael Olson,
Commissioner Rick Perry, and Commissioner Danielle Westbrook
2. APPROVAL OF AGENDA
Chair Hart asked if there were changes to the agenda. Hearing none, the
agenda was approved.
3. APPROVAL OF MINUTES
14-0964 Approval of September 11, 2014 Arts Commission Meeting Minutes
Chair Hart asked if there were changes to the minutes. Hearing none, the
minutes were approved.
4. PUBLIC COMMENT
Jeff Trinin from the PBIA visited the Commission with a brief presentation about the
winning proposal for their mural project on the West side of the Artesian Commons.
He shared sketches of "We Are the Water" by Jean Nagai and Scott Young.
Commissioner Westbrook was on the selection panel. Commissioners appreciated
being included in the process and for the opportunity to view the proposal. Chair Hart
will send a note to Council in support.
5. ANNOUNCEMENTS
Commissioners shared information on past and upcoming arts events.

Chair Hart moved, seconded by Commissioner Nelson, to appoint himself,
Commissioners Hinton and Jennings as the Nominating Committee for next
year's Chair and Co-Chair. The motion carried unanimously. The Committee
will return with a proposed slate of officers at the November 13 meeting.

1.1 Survey of Economic Value of Olympia's Music Industry - No Report.

1.13 Comprehensive and Action Plan Update - Program Manager Stephanie Johnson
shared a performance measure regarding the arts that staff has been working on for
the Action Plan. The proposal is an arts index, following arts businesses and events
in six different categories including visual, performing and literary arts, music, camps
& classes and festivals. Once a baseline is established, the numbers can help
measure the health of the arts community, which in turn creates opportunities for the
general public to engage in the arts. Commissioners had thoughtful discussion about
the difficulties in measuring the arts and their impact on a community. Some
suggestions included making it simple, using a representative selection, including
radio stations, and including or replacing the proposed list with a tally of local arts
organizations.

1.3 Community Art Process Review - No report.
1.4 Artspace/Arts Center Support - Commissioner Hinton reported the Olympia
Artspace Alliance just received a $50,000 grant from JP Morgan Chase to continue
their work. Next steps are site location and preliminary financial modeling.
1.6 Guidelines for Temporary Display of Art at City Hall/1.15 Community Arts
Roundtable - No report.
1.8 Music Out Loud - No report.
1.11 Studio Tour - No report.
1.12 Music in Neighborhood Parks - No report.
2.a Arts Walk 48 & 49 - Commissioners shared their experiences at the event. Ms.
Johnson noted thanks and evaluations had gone out to artists, businesses, sponsors
and staff, and said the cover art competition for 2015 was launched.
2.b Art Ambassador Program - No report.
2.d Arts Day at the Capitol - No report.
2.g Area Arts Promotion - No report.

1.2 Municipal Art Plan to City Council - Chair Hart noted the Art in Public Places
Committee had seen a draft of the MAP drafted by Commissioners Hicks and
Jennings, and they will meet on November 10 for further discussion.
1.5 Utility Box Mural Project - Ms. Johnson shared there is a possibility of added funds
to the project if the downtown boxes were to include wayfinding information on the
pedestrian side. Commissioner Perry will meet with City staff in the coming weeks to
discuss.
1.7 City Hall 1% for Public Art - Chair Hart shared the Finance Committee
recommendation to split the funds has been sent back to the Arts Commission for
further discussion.
1.10 City Entry Signs - No report.
2.e Percival Plinth Peoples' Choice Award - No report.
2.f Public Art Projects - No report.
