CALL TO ORDER The meeting was called to order at 6:00 p.m. ROLL CALL Present: 7 - Chair Jim Nieland, Vice Chair Gerry Hodge, Committee Member Timothy W Burns, Committee Member Robert Dengel, Committee Member Joel Hansen, Committee Member Alicia Seegers Martinelli, and Committee Member Brian Tomlinson Absent: 2 - Committee Member Barbara Benson, and Committee Member Darrell Hoppe 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3a. 14-0795 Approval of August 7, 2014 Parks and Recreation Advisory Committee (PRAC) Meeting Minutes The minutes were approved. 3b. 14-0945 Approval of September 4, 2014 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT James Reddick, PARC Foundation, announced the Foundation is working on the combined fund drive for specialized recreation partnering with development disability services. The walk-a-thon raised almost $1500. The Puddle Jump in partnership with Centro will be held on November 1. Bob Jacobs, 720 Governor Stevens, stated he is an avid competitive swimmer and realizes it is questionable whether it makes sense to go forward with the Ward Lake swim beach. He stated there are only a few days of swimming weather and the City should focus on indoor facilties by finding partners and less expensive alternatives. Update on VueWorks Work Order/Asset Management System Parks Maintenance Manager Gary Franks introduced the VueWorks program the parks maintenance staff will be using for work orders. The system will be a tool for gathering data to help make informed decisions, provide accountability, evaluate processes, identify trends and organize workload. B. Update on recently implemented Pesticide-Free Parks Initiative Mr. Franks explained the Department has implemented a Pesticide-Free Parks Initiative. The Department will focus on six parks: Bigelow, Harry Fain, Lions, Sunrise, Woodruff and Decatur. After the one-year trial, the Department will analyze the program and possibly expand to other parks. C. Comprehensive Plan Action Plan Parks Planning and Design Manager Dave Okerlund stated he has been working with other City staff to develop an action plan to implement the Comprehensive Plan which will be adopted this year. The team is creating performance measures to determine and track progress of the action items and goals of the Comprehensive Plan. The next steps are: Community Planning & Development (CPD) will hold three focus group meetings mid-October to mid-November to look at the approach and action items and give feedback to see if the effort is going to achieve the intent. In November or December, Mr. Okerlund will bring to PRAC the action items in detail. D. Capital Facilities Plan and Condition Assessment and Major Maintenance Program Mr. Okerlund presented the 2015 Preliminary Capital Facilities Plan (CFP). He gave an overview of the Department's approach to the CFP, reviewed the list of major maintenance items and the list of capital projects. He stated a new program will be created for 2015 "Small Capital Projects". This program will fulfill small citizen project requests and staff projects, such as basketball hoops or tennis backboards. Chair Nieland stated he and Vice Chair Hodge met with Mr. Okerlund last week and have prepared a draft recommendation letter. Discussion was opened and a recommendation to approve the letter was presented. The Committee voted and unanimously agreed. Gerry Hodge abstained. E. Ward Lake Park Parks, Arts and Recreation Director Paul Simmons reviewed the history of swimming and the public's interest in a fresh water swim beach. He gave an overview of the purchase of Ward Lake and the master plan process and concept plan that was developed. He presented three possible options for the property and requirements that would need to be met through the Recreation and Conservation Office. At the December meeting, PRAC will formalize their recommendation, which will be City of Olympia Page 2 Parks and Recreation Advisory Meeting Minutes October 2, 2014 Committee submitted to City Council in early 2015. F. Discuss Reducing PRAC to Nine Members Associate Planner Jonathon Turlove stated that due to a couple vacancies on the Committee, it would be a good time to discuss possibly reducing the size of PRAC to 9 members. Vice Chair Hodge would like to look at the requirements for members living in the UGA. This item was postponed until next meeting. G. PRAC Members to Present Park Survey Highlights Each PRAC member presented the results from their park survey effort and gave highlights about what they heard from the park users. 7. REPORTS - None 9.
