1. CALL TO ORDER
The meeting was called to order at 6:08 p.m.

Present: 9 - Chair Marygrace Jennings, Vice Chair Stacy Hicks, Commissioner
Diana Fairbanks, Commissioner Trent Hart, Commissioner Ron
Hinton, Commissioner Katie Nelson, Commissioner Michael Olson,
Commissioner Rick Perry, and Commissioner Danielle Westbrook
2. APPROVAL OF AGENDA
Chair Jennings asked if there were changes to the agenda. Ms. Johnson asked to
add the Stqry mobile application to the Staff Report and Gift Acceptance to Business
Items.
The agenda was approved as amended.
3. APPROVAL OF MINUTES
15-0149 Approval of January 8, 2015 Arts Commission Minutes
The minutes were approved.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
Commissioners shared information on past and upcoming events.
6. BUSINESS ITEMS
14-1178 2015 Arts Commission Work Plan
Ms. Johnson noted the Work Plan and Municipal Art Plan will go to General
Government together. Commissioners reviewed the proposed 2015 Work Plan item
by item, making several changes and postponing item 1.5, Eastside/22nd Sidewalk
Project.
The Work Plan was approved as amended.

14-1180 Municipal Art Plan 2015
Commissioners reviewed the Municipal Art Plan and made changes, specifically to
remove the appendix in whole and insert a new final paragraph drafted by
Commissioner Hart.
The recommendation was approved as amended.
15-0208 Gift of Art
Ms. Johnson shared the pencil drawing "Bridge at the Vortex" by artist Carol Horner,
which she is presenting as a gift to the City. She noted the Art in Public Places
Committee recommended approval. Commissioners went through the review criteria
as noted in the gift policy. They commented that the image of the Olympia-Yashiro
Friendship Bridge was relevant to the work of the City, and that the artist was
well-involved in the community.
The recommendation was approved.

1.1 Survey of Economic Value of Olympia's Music Industry - Complete.

15-0152 Community Events & Outreach Committee Report
1.3 Community Art Process Review - No Report.
1.4 Artspace/Arts Center Support - Commissioner Hinton reported the Olympia
Artspace Alliance just completed three days of meetings and site visits with Teri
Deaver and Wendy Holmes from Artspace, for pre-development work including site
selection, community leadership, project concept and financial feasibility. The group
also met with Council during a Study Session to bring them up-to-date on the project.
1.6 Guidelines for Temporary Display of Art at City Hall/1.15 Community Arts
Roundtable - Commissioner Fairbanks reported she has been in communication with
other organizations that host exhibitions and speakers, such as the Olympia
Timberland Library.
1.8 Music Out Loud - Commissioner Hart shared a project schedule, noting that even
with an ambitious timeline, the sidewalk art will not be completed until fall 2015. The
schedule will be stretched so that the artwork is completed shortly before the first
summer performances in 2016, so the entire concept can be realized at the same
time. He reported the business letter was approved by the City's legal department, so
Commissioners were ready to secure final agreement from adjacent businesses.

Commissioners hope to host the public hearing on the memorial names by the March
meeting.
1.12 Music in Neighborhood Parks - No Report.
2.a Arts Walk 48 & 49 - Ms. Johnson reported she has funding in the operating
budget to support music programming at the Artesian Commons for the 50th Arts
Walk event. She noted she does not have staff to support the effort during the event,
and a Request for Proposal (RFP) for a music promoter to hire the bands, arrange for
sound and manage the stage would be the best way to go. Commissioners indicated
she should go forward with an RFP, specifying family friendly performances in a range
of styles, including one that was youth-based.
2.b Art Ambassador Program - Complete.
2.d Arts Day at the Capitol - Complete.
2.g Area Arts Promotion - No Report.

15-0150 Report from Staff
- Report on January 20 Council Meeting - Ms. Johnson reported Council approved
both the Music Out Loud concept and the Traffic Box Mural Project. Council was
supportive of Music Out Loud and asked that Council be represented with the Traffic
Box proposals before being placed on OlySpeaks.
- Commission Recruitment - 7 applications received for 5 slots.
- Arts Resource Mapping - Ms. Johnson shared the map compiled for the Artspace
visit, intended to illustrate artistic hubs or clusters in downtown based on creative
businesses and public and community art.
- Citizen Survey - Ms. Johnson shared results from the City's recent city-wide survey.
She thanked the Arts Commission for their good work, as the survey revealed that
arts and events are generally well-received in the community.
- Stqry - The Visitor and Convention Bureau has signed up for a mobile storytelling
platform called Stqry (prounced "story"). Ms. Johnson will be adding public art pieces
and tours.
