CALL TO ORDER and ROLL CALL The meeting was called to order at 6:03 p.m. Present: 6 - Chair Jim Nieland, Committee Member Barbara Benson, Committee Member Timothy W Burns, Committee Member Darrell Hoppe, Committee Member Alicia Seegers Martinelli, and Committee Member Brian Tomlinson Absent: 2 - Vice Chair Gerry Hodge, and Committee Member Robert Dengel 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3A. 15-0138 Approval of December 4, 2014 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS A. Councilmember Jeannine Roe is the new liaison to PRAC. Chair Nieland will discuss with Councilmember Roe the possibility of appointing another youth representative to the Committee. B. Chair Nieland will not be at the next meeting. C. Upcoming meetings: - Parks, Arts and Recreation Plan meeting - February 18, 6:30 p.m. at The Olympia Center. - Regional Park Board Meeting - February 28 at Jacob Smith House in Lacey. 6. BUSINESS ITEMS A. Land Donation Proposal (Review pros and cons of accepting a donation of two parcels) City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes February 5, 2015 Committee 1. 3.2 acre parcel at 1500 Springwood Ave NE 2. 2.9 acre parcel at 3537 7th Ave SW Planning & Design Manager Dave Okerlund presented two parcels that may potentially be donated to the City. He reviewed a list of pros and cons for each property. Both parcels are located within areas of the City where additional parks are needed. Committee members discussed issues surrounding each property. PRAC recommended: 1. Recommend accepting the donation of 3.2 acres at 1500 Springwood Ave NE to serve future needs and is in a location where there is a current deficit of park land. Committee Member Seegers Martinelli moved, seconded by Committee Member Hoppe, to accept the recommendation. The motion passed unanimously. 2. Recommend accepting the donation of 2.9 acres at 3537 7th Ave SW as these acres will fill a deficit in park land. Committee Member Seegers Martinelli moved, seconded by Committee Member Hoppe, to accept the recommendation. The motion passed unanimously. Committee Member Hoppe will talk to the Rhododendron Group about volunteering to help maintain the property. B. 2015 PRAC Work Plan (Review and edit work plan that will be presented to General Government for approval.) Chair Nieland reviewed the process for the work plan for the new members. PRAC would like more information on budgeting, revenues, expenditures, and the Voted Utility Tax. C. PRAC Member Questionnaire (Overall Experience on Committee, Effectiveness, Etc.) PRAC will bring completed questionnaires to the next meeting. Some comments included having information earlier and attached to the staff report, and providing a staff recommendation to help PRAC make informed decisions. 7. REPORTS A. North Capitol Campus Heritage Park Development Association - Committee Member Seegers Martinelli reported there are no funds in the Governor's budget, but the group is looking for private donations. B. Bicycle & Pedestrian Advisory Committee - Committee Member Burns reported the bike repair station at Intercity Transit station will be removed due to poor upkeep. Light up the Night event will be checking bikes at night and giving out free bike lights. A bike corridor pilot project is being proposed from the westside to downtown with a City of Olympia Page 2 Parks and Recreation Advisory Meeting Minutes February 5, 2015 Committee budget of $170,000. If the pilot is successful, additional lanes may be constructed. C. Olympia Planning Commission - Committee Member Hoppe reported the Planning Commission is working on work plan development, code and zoning revisions, and the downtown redevelopment plan. D. PARC Foundation of Thurston County - Committee Member Benson reported PARC is brainstorming ideas for funding. They recently took a field trip to the Vancouver Park District to see how they are raising money. 8. ADJOURNMENT The meeting adjourned at 8:03 p.m. City of Olympia Page 3
