City Hall Meeting Minutes 601 4th Avenue E Olympia, WA 98501 Arts Commission Contact: Stephanie Johnson 360.709.2678 Thursday, June 11, 2015 6:00 PM Room 112 1 CALL TO ORDER Chair Jennings called the meeting to order at 6:03 p.m. 1.A ROLL CALL Present: 7 - Chair Marygrace Jennings, Vice Chair Stacy Hicks, Commissioner Susan Aurand, Commissioner Diana Fairbanks, Commissioner Ron Hinton, Commissioner Katie Nelson, and Commissioner Rick Perry Absent: 2 - Commissioner Britta Echtle, and Commissioner Kathy Murray 2. APPROVAL OF AGENDA Chair Jennings asked for changes to the agenda. Ms. Johnson requested adding "City Email" to Other Business. Chair Jennings also moved the Parks Plan Report ahead of Business Items. Commissioner Hinton moved, seconded by Commissioner Hicks, to approve the agenda as amended. The agenda was approved. 3. APPROVAL OF MINUTES 1. 15-0577 Approval of May 14, 2015 Arts Commission Minutes Commissioner Aurand moved, seconded by Commissioner Nelson, to approve the minutes. The minutes were approved. 15-0582 Approval of May 21, 2015 Arts Commission Minutes Commissioner Aurand moved, seconded by Commissioner Nelson, to approve the minutes. The minutes were approved. 4. PUBLIC COMMENT 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming events. City of Olympia Page 1 Arts Commission Meeting Minutes June 11, 2015 6. BUSINESS ITEMS 15-0578 Traffic Box Design Review Ms. Johnson shared the 131 proposals that were received from 76 area artists: 71 proposals for downtown boxes, and 60 for the westside. She noted the Call for Art criteria explained that submissions that include advertising or logos, or are political, religious or sexual in nature will not be considered, and that Commissioners should use those criteria in their review. She also noted that because of the number of submission received, voting would take place through the City's Facebook account rather than OlySpeaks. Commissioners appreciated the large response from the community, and the variety of images submitted. Commissioner Nelson moved, seconded by Commissioner Hinton, to approve forwarding the slate of traffic box submissions to City Council for consideration at the June 16, 2015 Council meeting under File 15-0610. The motion was approved. 7. REPORTS 15-0579 Commission Items 1.11 Commission Retreat/Work Session - Chair Jennings shared ideas generated at the retreat and asked Commissioners to think about which elements they might want to take on in the 2016 Work Plan. 1.12 City Action Plan - Ms. Johnson noted she had forwarded a list of the Action Plan items from the April draft list that Commissioners felt they wanted the Commission to participate in. 1.13 Park Plan - Associate Planner Jonathon Turlove provided an overview of the Parks, Arts & Recreation Plan process, sharing highlights of community feedback received. He noted he will return in the fall with a draft plan for review. Mr. Turlove reflected that 6 years ago, when he last visited the Commission, the predominant goal of the Commission was an arts center. He noted the current Comprehensive Plan outlines some new policies for arts in the community, and wondered if those elements could be incorporated into a "future view" element of the Park Plan update, along with reference to the Municipal Art Plan. Chair Jennings asked for the Arts section of the current plan and the Elway study be sent to Commissioners. Ms. Johnson also offered to provide a draft of a "future view" page for Commissioners to review. 2.c Public Art Assessment - No report. 2.d Arts Day at the Capitol - No report. The report was received. 15-0580 Community Events & Outreach Committee Report 1.3 Music Out Loud - Commissioners have asked this item be put under the APP heading in the future. APP Committee received an update on the Music Out Loud Call City of Olympia Page 2 Arts Commission Meeting Minutes June 11, 2015 for Art at their last meeting, and have provided feedback to staff. Commissioner Fairbanks will present the Music Out Loud update to the General Government Committee on July 15. 1.7 Artspace/Arts Center Support - Commissioner Hinton shared that Kris Tucker is the President-elect and Jean Mandeberg Vice-President-elect of the Olympia Artspace Alliance, and that the organization has signed a contract with a pre-development funding contractor to help raise funds for the next step. 1.9 Define Theater District - No report. 1.10 Music in the Neighborhoods - No report. 1.14 Downtown Strategy - No report. 2.a Arts Walk 50 & 51 - Registration forms are available, Early Bird Deadline is July 11. 2.b Art Ambassador Program - No report. 2.3 Area Arts Promotion - No report. The report was received. 15-0581 Art in Public Places Committee Report 1.1 2015 Municipal Art Plan - Goes to General Government July 15. 1.2 Traffic Box Wrap - See Business Items. 1.4 Percival Plinth Project - Ms. Johnson invited Commissioners to the Pulling Together Plinth Cleaning on July 15, 9:00 a.m. - Noon. 1.5 Harrison/Black Lake Tree Guards - No report. 1.6 City Gateways - No report. 1.8 Guidelines for Temporary Display of Art at City Hall - Commissioner Fairbanks reported she and Commissioner Echtle met with City Communications Manager Cathie Butler regarding rotating collections at City Hall. Ms. Butler was very supportive of the project, expressed no concerns, and suggested her replacement be kept in the loop as plans develop. The report was received. 8. OTHER TOPICS Ms. Johnson shared that Commissioners would soon receive City email addresses for Commission communication. She distributed the City Technology Policy and Technology Use Authorization forms. Training will happen at the July Commission meeting. 9.
