1. CALL TO ORDER
The meeting was called to order at 6:10 p.m. Vice-Chair Hicks officiated.

Present: 5 - Vice Chair Stacy Hicks, Commissioner Britta Echtle, Commissioner
Diana Fairbanks, Commissioner Ron Hinton, and Commissioner
Kathy Murray
Absent: 4 - Chair Marygrace Jennings, Commissioner Susan Aurand,
Commissioner Katie Nelson, and Commissioner Rick Perry

Planning Commissioner Robert Ragland
2. APPROVAL OF AGENDA
Vice-Chair Hicks asked if there were any changes to the agenda. Hearing
none, the agenda was approved.
3. APPROVAL OF MINUTES
15-0664 Approval of June 11, 2015 Arts Commission Minutes
Commissioner Hinton moved, seconded by Commissioner Echtle, to approve
the minutes. The motion was approved.
4. PUBLIC COMMENT
Mr. Ragland introduced himself as liaison from the Olympia Planning Commission.
Mr. Ragland is a photographer and is retired from the military. Ms. Johnson informed
Commissioners that liasions from other boards and commissions act as observers,
are non-voting, and do not participate in conversation unless invited or approved by
the Chair.
5. ANNOUNCEMENTS
Commissioners shared information about past and upcoming arts events.

15-0665 Commission Items
1.11 Commission Retreat/Work Session - Completed for 2015.
1.12 City Action Plan - No report.
1.13 Park Plan - Commissioner Hinton shared mostly minor edits to the draft chapter,
and noted that Olympia Artspace Alliance was missing from the partnership list and
offered draft language that Ms. Johnson will incorporate into the text.
1.14 Downtown Strategy - Commissioners asked that this item be moved to
Commission items rather than Community Events & Outreach.
2.c Public Art Assessment - Completed for 2015. Ms. Johnson noted that permanent
works on Percival Landing and several elements of Park of the Seven Oars have
already received annual maintenance. Commissioners and the public can follow along
on the City's Twitter account #TidyArtDay
2.d Arts Day at the Capitol - Completed for 2015.

15-0666 Community Events & Outreach Committee Report
1.7 Artspace/Arts Center Support - Commissioner Hinton shared the Olympia
Artspace Alliance is researching foundation grants that support pre-construction
projects. They are on target for their report from Artspace at the end of August.
1.9 Define Creative District - Commissioners understand that ArtsWA (State Arts
Commission) is taking up this topic at a legislative level, with the intent to create a
toolkit to enable local jurisdictions to create Cultural Districts in their communities, and
intend to follow and support their efforts.
1.10 Music in the Neighborhoods - Commissioner Hicks recalled that this item is
related to the concept of art grants for neighborhoods. CEO committee has not begun
to address this item.
2.a Arts Walk 50 & 51 - Commissioners discussed an email sent by an Arts Walk
artist regarding art activities outside competing with art activities inside.
Commissioners directed staff to reach out to businesses to provide ideas about how
to bring Arts Walk visitors into their businesses.
2.b Art Ambassador Program - Due to low response rate for volunteers,
Commissioners determined not to offer public art tours during the month of August.
They will rethink the program.
2.3 Area Arts Promotion - Commissioners are considering using Stqry as a platform
for sharing galleries, music venues and theaters/performing arts groups.

1.1 2015 Municipal Art Plan - Going to General Government Committee July 15.

1.2 Traffic Box Wrap - As of 4:30 p.m., Tuesday, July 7, there were 16,318 votes on
the City's Facebook page, and at least 20 paper ballots completed.
1.3 Music Out Loud - Going to General Government Committee July 15.
1.4 Percival Plinth Project - 2014 exhibition deinstalled, Illuminated One, by Leo
Osborne moved to City Hall.
1.5 Harrison/Black Lake Tree Guards - No report.
1.6 City Gateways - No report.
1.8 Guidelines for Temporary Display of Art at City Hall - No report.

City Email - Ms. Johnson provided information for Commissioners to set up their
accounts in the City email system.
