City Hall Meeting Minutes 601 4th Avenue E Olympia, WA 98501 Parks and Recreation Advisory Contact: Jonathon Turlove 360.753.8068 Committee Thursday, August 6, 2015 6:00 PM The Olympia Center, Room 200 1. CALL TO ORDER The meeting was called to order at 6:00 p.m. Present: 7 - Chair Jim Nieland, Vice Chair Timothy W Burns, Committee member Barbara Benson, Committee member Robert Dengel, Committee member Gerry Hodge, Committee member Brock Milliern, and Committee member Brian Tomlinson Absent: 2 - Committee member Candace Jacobs, and Committee member Alicia Seegers Martinelli 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES Approval of minutes was postponed to the next meeting. 4. PUBLIC COMMENT Bob Jacobs requested that PRAC do everything it can to make the Metropolitan Parks District (MPD) ballot measure sucessful. He asked the Committee to look at developing park standards for neighborhood parks in densely populated areas and if laws change for impact fees to look at ways to charge the maximum legal rate to pay for growth. Allen Miller, Co-Chair of the Olympia Yes on Parks Committee, stated the MPD will be Proposition 1 on the November ballot. Their new website is yesolyparks.org. 5. BUSINESS ITEMS A. Instructions on how to use new City-provided PRAC e-mail accounts Staff provided instructions on how to use the new City-provided email accounts and gave a brief tutorial. B. Capital Facilities Plan/Condition Assessment and Major Maintenance Program - Provide recommendation to Planning Commission Parks Planning Manager Dave Okerlund reviewed projects listed in the 2016 City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes August 6, 2015 Committee Preliminary CFP. Project Engineer Kip Summers reviewed CAMMP projects included in the 2016 CFP and described the process for determining the rating for facility deficiencies. C. Olympia Woodland Trail (OWT) Phase 3&4 Update Mr. Summers provided an overview of OWT Phase 4 and route connections. The Department is planning to review the Phase 3 route options. No funding has been identified for the project. D. Metropolitan Park District Update On July 21, the City Council passed an ordinance to place the MPD on the ballot and a second ordinance to form a citizens advisory committee, if the MPD passes. PRAC had concerns about the new citizen group and possible competing priorities between the two advisory groups. Parks, Arts and Recreation Department Director Paul Simmons stated the citizens advisory group will focus on funds received through the MPD and PRAC will likely have representation on that committee. Staff will forward the MPD ordinances to PRAC for review. E. Review Parks Plan schedule and PRAC’s role Associate Planner Jonathon Turlove reviewed the upcoming Parks Plan schedule and dates. PRAC will have an opportunity to review the draft plan on December 3. F. PRAC meetings moving to City Hall Mr. Simmons stated Parks Planning staff will be moving to City Hall in August. Due to this move and the need for a larger meeting room, PRAC meetings will now be held at City Hall Room 207 on the third Thursdays of the month. 6. REPORTS A. North Capitol Campus Heritage Park Development Assoc. None. B. PARC Foundation of Thurston County The Foundation will hold a BBQ for park boards on August 27 at 5:30 p.m. at the Monarch Sculpture Park. C. Artesian Leadership Committee Ms. Benson stated she was encouraged by the ideas presented by the Artesian Commons Leadership Committee, but is discouraged by the lack of cooperation from the Artesian Well group. The City has provided many programming opportunities and the park will be very active through August. Mr. Simmons will forward his Artesian Commons update report to PRAC. 7. ANNOUNCEMENTS Upcoming Events: - Yauger Park Pump Track Grand Opening - August 8 from 10-Noon City of Olympia Page 2 Parks and Recreation Advisory Meeting Minutes August 6, 2015 Committee - Volunteer Appreciation Day - August 15 at Priest Point Park Shelter #4 - PRAC Lunch with City Manager and Directors - August 24 from Noon-1 p.m. at Priest Point Park Shelter #4 Park Maintenance Updates: - Kids Canopy Climb was a good experience for the kids and there was a nice acknowledgement in The Olympian. - The Yashiro Japanese Garden has a new volunteer base and many work parties have been held to improve the park. - Parks Maintenance has revised the park closing policy to allows some parks to remain open at night. This will allow more efficiency with park staff resources and allow police to patrol the parks. - Some of the BBQ pits have been removed and staff is talking with the City's insurance provider about whether to remove the BBQs or get new models. DR Horton Parcel - The City signed an option to purchase 74 acres from D.R. Horton, also known as the Trillium parcel. 8. QUESTIONS OF STAFF / ITEMS FOR NEXT AGENDA - None 9.
