1. CALL TO ORDER
The meeting was called to order at 6:00 p.m.

Present: 5 - Chair Marygrace Jennings, Vice Chair Stacy Hicks, Commissioner
Diana Fairbanks, Commissioner Kathy Murray, and Commissioner
Rick Perry
Absent: 4 - Commissioner Susan Aurand, Commissioner Britta Echtle,
Commissioner Ron Hinton, and Commissioner Katie Nelson
2. APPROVAL OF AGENDA
The agenda was approved.
3. APPROVAL OF MINUTES
15-0835 Approval of August 13, 2015 Arts Commission Minutes
The minutes were approved.
4. PUBLIC COMMENT
Sarah Stockholm said she works with Art Forces (based out California's Bay area),
and shared the concept of a parklet on State Avenue as envisioned by the Rachel
Corrie Foundation. Per the City's program, the parklet would take up two parallel
parking spots on State and provide a seating area from which to view the mural on the
wall of the Brotherhood building. The Foundation wants the parklet to be appealing on
its own and has done outreach to adjacent businesses to gather feedback. Ms.
Stockholm asked Commissioners their thoughts on what would be important
consideration points. The general consensus was that some sort of ambient lighting
would help the parklet feel safer in the dark.

Commissioners shared information about past and upcoming arts events.

15-0845 Percival Plinth Project People’s Choice 2015
Ms. Johnson shared the results of the public vote with Commissioners.
The group approved the recommendation of "Olympia Oyster" by Colleen
Cotey, and forwarded to City Council for final approval at the September 22,
2015 Council meeting under File 15-0873.

1.13 Park Plan - Ms. Johnson shared copies of the draft Arts chapter and asked for
feedback.
1.14 Downtown Strategy - Commissioners Fairbanks and Murray shared their
impressions in meeting the consultant finalists.
2.c Public Art Assessment - Completed for 2015.
2.d Arts Day at the Capitol - Completed for 2015.

1.7 Artspace/Arts Center Support - No report.
1.9 Define Creative District - No report.
1.10 Music in the Neighborhoods - No report.
2.a Arts Walk 50 & 51 - Chair Jennings, Commissioners Fairbanks, Perry and Murray
volunteered to distribute posters.
2.b Art Ambassador Program - On hold.
2.3 Area Arts Promotion - No report.

15-0837 Art in Public Places Committee Report
1.1 2015 Municipal Art Plan - Approved.
1.2 Traffic Box Wrap - Ms. Johnson shared that the Parking Business Improvement
Area (PBIA) is interested in funding another 10 wraps in downtown Olympia.
Commissioners welcomed the opportunity and asked staff to bring the next 10 images
and the traffic box downtown map to the October APP meeting.
1.3 Music Out Loud - Ms. Johnson shared she spoke with Public Works Traffic staff
about a third mosaic location, which received their approval to move forward.
1.4 Percival Plinth Project - See Business Items.
1.5 Harrison/Black Lake Tree Guards - No report.
1.6 City Gateways - Commissioner Fairbanks, Chair Jennings and Vice Chair Hicks
shared their impressions of the kick-off meeting held with staff on August 31. As part

of planning for the art component, Commissioners will need to do some general
strategic thinking about shaping the concept as a whole. Commissioners asked Ms.
Johnson to set a date for a field trip to visit the gateway locations as currently noted
on the map.
1.8 Guidelines for Temporary Display of Art at City Hall - Commissioner Fairbanks
shared research to date, both in discussion with ArtsWA and City of Auburn, and
noted the next step is to draft a Call for Art for discussion.
The report was received.
8. OTHER TOPICS
Ideas for the 2016 work plan came up including Arts & Culture awards and Artist-in
Residence at City Hall, both based on City of Seattle.
