CALL TO ORDER and ROLL CALL The meeting was called to order at 6:11 p.m. A quorum was not present. Present: 4 - Chair Jim Nieland, Vice Chair Timothy W Burns, Committee member Candace Jacobs, and Committee member Alicia Seegers Martinelli Absent: 5 - Committee member Barbara Benson, Committee member Robert Dengel, Committee member Gerry Hodge, Committee member Brock Milliern, and Committee member Brian Tomlinson 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 15-0883 Approval of June 4, 2015 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved with a minor change. 15-0882 Approval of August 6, 2015 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Alan Miller gave a brief update on the Proposition 1 ballot measure. The "Yes Olympia Parks" group has made presentations to various service organizations in Olympia. He presented a promotional brochure to each member. 5. ANNOUNCEMENTS The PARC Foundation BBQ at the Monarch Sculpture Garden was a successful event with good turnout from the county park boards. The City has not had any complaints since the removal of the trail running ban. September 26 is National Public Lands Day. The City will hold a work party from 10-1 City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes September 17, 2015 Committee at Priest Point Park focused on invasive plant removal. 6. BUSINESS ITEMS A. Capital Facilities Plan/Condition Assessment and Major Maintenance Program - Recommendation to Planning Commission for the 2016-2021 Capital Facilities Plan (CFP) Program and Planning Supervisor Dave Okerlund presented the 2016 Preliminary CFP and asked for a recommendation to be forwarded to the Planning Commission. He stated the CFP is the same as was presented last month with the addition of $921,500 from the State Legislature for the Percival Landing Bulkhead project. This change will be reflected in the final document. The Committee agreed the recommendation letter will reflect that a quorum was not present but members present were in support of the 2016 CFP. B. Metropolitan Park District Fact Sheet - Review proposed fact sheet that will be mailed to registered voters Associate Planner Jonathon Turlove presented the draft Metropolitan Park District fact sheet that will be mailed in early October to each household with a registered voter. He reviewed the information and asked for feedback. Committee members made comments and suggestions for edits. C. Parks Plan Schedule - Should there be a special meeting December 3 to review the plan or should it be part of the December 17 agenda? The Committee decided to review the Park Plan at the December 17 meeting and allow for a longer meeting, instead of adding an additional meeting. 7. REPORTS A. North Capitol Campus Heritage Park Development Assoc. Committee member Seegers Martinelli stated the Committee is discussing the possiblity of planting orchards on the eastern butte. B. PARC Foundation of Thurston County - None C. Artesian Leadership Committee - None 8. QUESTIONS OF STAFF OR SUGGESTIONS FOR NEXT AGENDA - None 9.
