CALL TO ORDER The meeting was called to order at 6:00 p.m. 1.A ROLL CALL Present: 6 - Chair Marygrace Jennings, Vice Chair Stacy Hicks, Commissioner Susan Aurand, Commissioner Diana Fairbanks, Commissioner Kathy Murray, and Commissioner Rick Perry Absent: 3 - Commissioner Britta Echtle, Commissioner Ron Hinton, and Commissioner Katie Nelson OTHERS PRESENT Mayor-elect Cheryl Selby 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 15-1069 Approval of October 8, 2015 Arts Commission Minutes The minutes were approved. 4. PUBLIC COMMENT Mr. Andrew Goldstein introduced himself and his project, Emerald City Music, a start-up chamber music series in Seattle and Olympia set to begin next fall. 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming events. 6. BUSINESS ITEMS 15-1070 Discussion of 2016 Officers Commissioners shared support and appreciation for current officers and expressed City of Olympia Page 1 Arts Commission Meeting Minutes November 12, 2015 interest in asking them to serve a second term. The current officers agreed to serve a second term. Commissioner Fairbanks moved, seconded by Commissioner Aurand, to retain Chair Jennings and Vice-Chair Hicks as officers for 2016. The motion passed unanimously. 15-1071 2016 Arts Commission Work Plan Chair Jennings read criteria from the 2015 Municipal Art Plan to set the stage for developing the 2016 Work Plan. Commissioners reviewed the current plan item by item and a list of potential items compiled from the Comprehensive Plan, individual proposals and Council referrals. Councilmember Selby shared her vision of an "ARCH" creative corridor (Architecture, Recreation, Culture and Heritage), based on Mainstreet Program examples. Ms. Johnson noted she would have a draft 2016 Work Plan ready for review at the December meeting. Vice Chair Hicks and Commissioner Aurand offered to draft text for Work Plan items they had specific interest in. The discussion was continued to the Arts Commission meeting on December 10, 2015. 7. REPORTS 15-1066 Commission Items Items were referenced during the discussion on the 2016 Work Plan. Staff was directed to consolidate review-type tasks into one item for 2016. 1.12 City Action Plan 1.13 Park Plan 1.14 Downtown Strategy The report was received. 15-1067 Community Events & Outreach Committee Report Items were referenced during the discussion on the 2016 Work Plan. Item 1.10 will be broadened to reference arts in neighborhoods, pulling in Comprehensive Plan goals and Commission ideas. Vice Chair Hicks will draft the language. 1.7 Artspace/Arts Center Support 1.9 Define Creative District 1.10 Music in the Neighborhoods 2.a Arts Walk 50 & 51 2.3 Area Arts Promotion The report was received. 15-1068 Art in Public Places Committee Report City of Olympia Page 2 Arts Commission Meeting Minutes November 12, 2015 Items were referenced during the discussion on the 2016 Work Plan. Commissioner Aurand will draft language on her specific proposed addition regarding visual enhancement of downtown. 1.2 Traffic Box Wrap 1.3 Music Out Loud 1.5 Harrison/Black Lake Tree Guards 1.6 City Gateways 1.8 Guidelines for Temporary Display of Art at City Hall The report was received. 8. OTHER TOPICS Ms. Johnson shared she attended the Northwest Public Arts Conference (NoWPAC) in Boise in October and will be partnering with staff from ArtsWA to host the 2017 NoWPAC in Olympia. 9.
