City Hall Meeting Minutes 601 4th Avenue E Olympia, WA 98501 Arts Commission Contact: Stephanie Johnson 360.709.2678 Thursday, April 13, 2017 6:00 PM Room 112 1. CALL TO ORDER Chair Hicks called the meeting to order at 6:00 p.m. 1.A ROLL CALL Chair Hicks introduced Katherine Williams, whose appointment to the Arts Commission does not take place until April 25. Others in attendance included Geary Buxton, Planning Commissioner Carol Richmond, and Alexis Taganas and Nathan Deanon, both from Black Hills High School. Present: 5 - Chair Stacy Hicks, Commissioner Britta Echtle, Commissioner Diana Fairbanks, Commissioner Kathy Murray and Commissioner Katie Nelson Absent: 3 - Vice Chair Marygrace Jennings, Commissioner Timothy Grisham and Commissioner Ron Hinton 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 17-0365 Approval of March 9, 2017 Arts Commission Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming events. Ms. Johnson also shared that Angel Nava had accepted the position of Arts Program Specialist, and would start April 17. 6. BUSINESS ITEMS 17-0366 Percival Plinth Project Sculpture Recommendation 2017 Ms. Johnson shared the recommendation of the jury. She noted "Hummingbird" by City of Olympia Page 1 Arts Commission Meeting Minutes April 13, 2017 Charles Fitzgerald was no longer available, and the Art in Public Places committee had replaced that piece with Mr. Fitzgerald's other proposal, "Peace Dove." Commissioner Nelson moved, seconded by Commissioner Echtle, to approve the proposed slate of sculptures. The recommendation will move to City Council on May 2. The motion was approved. 17-0245 ArCH Update Ms. Johnson reported on April 17 the Finance Committee was reviewing a proposed RFP and funding request for the development of an expanded Arts, Culture and Heritage profile for Olympia. The report was received. 7. REPORTS 17-0367 Commission Items 1.1 Municipal Art Plan to City Council - Complete 1.6 Commission Retreat/Work Session - Retreat scheduled for May 11 2.8 Northwest Public Art Conference - Scheduled for October 12-14. Ms. Johnson asked that Commissioners keep the dates in mind for event assistance. Details to come. The report was received. 17-0368 Community Events & Outreach Committee 1.4 Arts Center Support - The Olympia Artspace Alliance will be holding a public forum on Thursday, April 20, from 7-8:30 p.m. at the Washington Center Black Box. 1.5 Support Creative District - Commissioner Nelson noted the legislative bill has passed both houses. 1.7 Expressive Enhancement of Downtown - Ms. Johnson noted Ellen Sollod will be working with the consultant group addressing pedestrian improvements downtown. 1.8 Proposal for Arts Organizations Granting Program - Ms. Johnson will be checking on the legal perspective to a granting program. 2.3 Arts & Heritage Day at the Capitol - No report. 2.6 Poet Laureate - Ms. Solomon-Minarchi will be joining the Arts Commissioners at their May retreat. The report was received. 17-0369 Art in Public Places Committee 1.2 Music Out Loud - Commissioner Fairbanks noted the APP committee has compiled the Music Out Loud jury to include Commissioners Echtle, Hinton, Fairbanks, Hicks and former Commissioner Michael Olson. 1.3 City Gateways - Commissioners in attendance recapped the kick-off event. Ms. City of Olympia Page 2 Arts Commission Meeting Minutes April 13, 2017 Johnson shared the schedule for the upcoming neighborhood meetings. 2.1 Arts Walk 54 & 55 - Commissioners Fairbanks, Hicks and Murray agreed to deliver maps in advance of the event. 2.2 Public Art Assessment - Binders were distributed for the annual assessment: Commissioner Fairbanks took Eastside; Commissioner Nelson took The Olympia Center; Commissioner Murray took Downtown; the Westside binder was saved for Commissioner Grisham, and the Southeast binder remains unclaimed. Binders are due at the May meeting. 2.4 Traffic Box Mural Wrap Public Art Project - No report. 2.5 Percival Plinth Project - See Business Items. 2.7 Implementation of Temporary Display of Art at City Hall & Programming - General Government meeting April 26.
