CALL TO ORDER Chair Hicks called the meeting to order at 6:00 p.m. 1.A ROLL CALL Present: 7 - Chair Stacy Hicks, Vice Chair Marygrace Jennings, Commissioner Diana Fairbanks, Commissioner Ron Hinton, Commissioner Kathy Murray, Commissioner Katie Nelson and Commissioner Rick Perry Absent: 1 - Commissioner Britta Echtle OTHERS PRESENT Councilmember Clark Gilman Planning Commission Chair Brian Mark 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 17-0231 Approval of February 9, 2017 Arts Commission Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming events. Ms. Johnson noted former Planning Commissioner Jerry Parker would be remembered with an artistic bike rack dedicated during the coming Spring Arts Walk. She also shared mural designs being considered by the PBIA for funding. 6. BUSINESS ITEMS 7. REPORTS City of Olympia Page 1 Arts Commission Meeting Minutes March 9, 2017 17-0232 Commission Items 1.8 Artspace/Arts Center Support - Commissioner Hinton reported the Olympia Artspace Alliance will be hosting a community forum on April 20 at the Washington Center to share their survey results. Heather Joy Helbach-Olds from Spaceworks Tacoma will be the guest speaker. 1.12 Commission Retreat/Work Session - Scheduled for May 11, 4-8 p.m. at the Harbor House. Commissioner Murray shared the agenda. Ms. Johnson will invite the Poet Laureate to attend and will provide a tour of public art along the waterfront or in town along with program highlights from 2016. Chair Hicks will arrange for a meet & greet activity. Commissioners will go over the workplan and MAP with new members. 1.13 City Planning Efforts - Ms. Johnson shared the Action Plan update and advised Commissioners they would be receiving an email from Senior Planner Stacey Ray regarding opportunity to comment. 2.b Public Art Assessment - Assessment binders will be distributed at the April 13 meeting. 2.c Arts & Heritage Day at the Capitol - Completed. The report was received. 17-0233 Community Events & Outreach Committee 1.2 Poet Laureate - Selected 1.3 Downtown Music Festival - Supported 1.5 Encourage Art in Vacant Storefronts - No report 1.10 Explore Creative District - No report 1.11 Neighborhood Arts Support - No report 1.15 Encourage Early Arts Education Opportunities - Attempted 2.a Arts Walk - Ms. Johnson shared the cover image for Spring 2017, Aquapia by Loralin Toney. The report was received. 17-0234 Art in Public Places Committee 1.1 2016 Municipal Art Plan to City Council - Completed 1.4 Music Out Loud - Ms. Johnson shared Belarde (project fabricator) has signed their contract with the City and she will be moving forward with the Call for Art. 1.6 Harrison/Black Lake Tree Guards - Fabricated 1.7 City Gateways - Ms. Johnson noted the community kick-off meeting for the public art master plan is set for Thursday, March 30, from 7-9 p.m. in room 101/102 of The Olympia Center. She also shared the draft survey with the group and collected feedback for the consultants. 1.9 Guidelines for Temporary Display of Art at City Hall & Programming - General Government meeting to present the Call for Curator has been moved to April 26. 1.14 Visual Enhancement of Downtown - No report. 2.d Traffic Box Mural Wrap Public Art Project - East side artists selected. 2.e Percival Plinth Project - 2016 completed, 2017 launched. Ms. Johnson shared City of Olympia Page 2 Arts Commission Meeting Minutes March 9, 2017 that sculptor Kevin Au has inquired about donating "Philosopher" currently on display, to the City. Commissioners asked to review the Gifts Policy and Procedure at the April meeting. The report was received. 8. OTHER TOPICS 17-0245 ArCH Update Ms. Johnson shared the Arts Commission letter of support for the ArCH project, signed by Chair Hicks. Councilmember Gilman noted the topic of funding the ArCH feasibility study went before the Finance Committee on March 8.
