City Hall Meeting Minutes 601 4th Avenue E Olympia, WA 98501 Arts Commission Contact: Stephanie Johnson 360.709.2678 Thursday, December 13, 2018 6:00 PM Room 112 1. CALL TO ORDER Chair Hicks called the meeting to order at 6:07 p.m. 1.A ROLL CALL Present: 6 - Chair Stacy Hicks, Commissioner Frederick Dobler, Commissioner Diana Fairbanks, Commissioner Kathy Murray, Commissioner Katherine Williams and Commissioner Autumn Yoke Absent: 1 - Vice Chair Timothy Grisham 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 18-1110 Approval of November 8, 2018 Arts Commission Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming arts events. 6. BUSINESS ITEMS 18-1142 Approval of West Bay Art Crossing Finalists Ms. Johnson provided an overview of the jury process of 11 applicants. She shared letters of interest and images provided by the three artists/teams recommended by the jury. She also shared her concern that one of the recommended artists did not convey a strong (or any) connection to Olympia in their application materials. Demonstration of that relationship was noted in the application form as a requirement for eligibility. After discussion, Commissioners agreed to move forward with three interviews, replacing the applicant in question with another that made the final round. All applicants will be thanked City of Olympia Page 1 Arts Commission Meeting Minutes December 13, 2018 for their participation and encouraged to apply again. Commissioner Dobler moved, seconded by Commissioner Williams, to move forward in interviewing the artist teams of Kuhns and Carter, McJunkin and White and the artist Abe Singer for the West Bay Art Crossing project. The motion passed unanimously. 18-1178 Development of 2019 Work Plan and Municipal Art Plan Commissioners continued to make edits and additions to the 2019 Work Plan and Municipal Art Plan. The report was received. 7. REPORTS 18-1111 Policy & Program Recommendation Reports 1.1 Municipal Art Plan to City Council - No report. 1.2 Apply for Creative District Designation - Ms. Johnson noted staff had a walkabout recently with the ArtsWA representative for the Creative District Program, and the meeting went well. 1.3 Commission Retreat/Work Session - No report. 1.4 ArCH - No report. 1.5 Proposal for Arts Organizations Granting Program - Chair Hicks noted Council approved the recommended slate of grants at their November 27 meeting. Ms. Johnson shared that Arbutus Folk School contacted her with a question: they had proposed three projects for full funding - at partial funding, did the Commission have a preference? Commissioners directed that the decision be left to Arbutus, as to which projects to keep/modify. 1.6 Support the Creative Sector - No report. The report was received. 18-1112 Arts Program Support Reports 2.1 Arts Walk 56 & 57 - Ms. Johnson shared the marketing schedule for the spring Arts Walk, and noted the cover sketch would be shared in January, and map progress in March. Registration is open January 1 - 31. 2.2 Music Out Loud - No report. 2.3 Public Art Assessment - No report. 2.4 Arts & Heritage Day at the Capitol - No report. 2.5 Traffic Box Mural Wrap Public Art Project - Ms. Johnson reported three electrical boxes at Heritage Park Fountain have been wrapped by Puget Sound Electric, with designs by artist Joe Seymour. One large utility box remains at the site, City-owned, which contains mechanics for the fountain itself. Ms. Johnson asked if Commissioners would be interested to wrap the final box, which they indicated they were. Ms. Johnson will return with more information. City of Olympia Page 2 Arts Commission Meeting Minutes December 13, 2018 2.6 Percival Plinth Project - No report. 2.7 Poet Laureate - Ms. Johnson shared Council plans for the changing of the City's Poet Laureate on December 18. 2.8 Implementation of Temporary Display of Art at City Hall & Programming - Commissioner Fairbanks and Ms. Johnson shared a proposal to curate a first show at City Hall on the topic of Olympia landscape and land forms, to inspire further public interest in participation. 2.9 Olympia Art Crossings - See Business Items. 2.10 Public Art Retrospective No report.
