City Hall Meeting Minutes 601 4th Avenue E Olympia, WA 98501 Arts Commission Contact: Stephanie Johnson 360.709.2678 Thursday, November 8, 2018 6:00 PM Room 112 1. CALL TO ORDER Chair Hicks called the meeting to order at 6:08 p.m. 1.A ROLL CALL Present: 5 - Chair Stacy Hicks, Vice Chair Timothy Grisham, Commissioner Diana Fairbanks, Commissioner Kathy Murray and Commissioner Katherine Williams Absent: 2 - Commissioner Frederick Dobler and Commissioner Autumn Yoke 2. APPROVAL OF AGENDA Staff Liaison Stephanie Johnson noted item 18-1063 should show the year 2019 instead of 2018. The agenda was approved as amended. 3. APPROVAL OF MINUTES 18-0996 Approval of October 11, 2018 Arts Commission Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming arts events. 6. BUSINESS ITEMS 18-1003 Approval of Arts Commission 2019 slate of officers Commissioner Fairbanks moved, seconded by Commissioner Goddu, to approve Vice Chair Grisham as Chair and Commissioner Dobler as Vice Chair for 2019. The motion carried by the following vote: City of Olympia Page 1 Arts Commission Meeting Minutes November 8, 2018 Aye: 5 - Chair Hicks, Commissioner Fairbanks, Goddu, Commissioner Murray and Commissioner Williams Absent: 2 - Commissioner Dobler and Commissioner Yoke Abstained: 1 - Vice Chair Grisham 18-1001 Review of traffic box image proposals Commissioner Goddu moved, seconded by Commissioner Williams, to move forward with 41 images for the public to vote on with the final three pending staff follow-up. The motion passed unanimously. 18-1063 Approval of Arts Walk cover artists spring and fall of 2019 Ms. Nava shared the outcome of the jury process, which included Chair Hicks, former cover artist Mark Larson and glass artist Joby Shimomura. The jury recommended Darcy Goedecke as the spring cover artist, and Faith Hagenhofer for the fall, with Elizabeth Berrien and Jennifer Kuhns as alternates. Vice Chair Grisham moved, seconded by Commissioner Goddu, to approve the recommendation of the jury, with one artist and one alternate each for spring and fall 2019. The motion was unanimously approved. 18-1000 Review and recommendation of Grants to Arts Organizations applications Commissioners had the opportunity to review applications beforehand, and each received and completed their rating sheet once arriving at City Hall. They were joined by area artist Sandra Wallace, acting as citizen at large. 14 applications were received, with a total funding request of $58,160. Vice Chair Grisham recused himself from conversation or evaluation of The Bridge Project, as he is a current boardmember, as did Chair Hicks from the Washington Center for the Performing Arts, where she works on occasion as front of house manager. As such the final ranking was based on the average score of each applicant. Due to the amount of requests, Commissioners deliberated and eventually agreed to parse the available $20,000 in grant funds to the top 7 applicants, representing a reduction in funds from that requested in all but one instance (where the request was $660 to begin with). Vice Chair Grisham moved, seconded by Commissioner Goddu, to forward the Arts Commission recommendation to City Council. The motion passed as noted above. 7. REPORTS 18-0997 Policy & Program Recommendation Reports City of Olympia Page 2 Arts Commission Meeting Minutes November 8, 2018 1.1 Municipal Art Plan to City Council - Ms. Johnson shared a new draft of the Commission work plan. 1.2 Apply for Creative District Designation - Ms. Johnson noted the City is working toward a deadline of the end of the year to deliver their letter of intent. 1.3 Commission Retreat/Work Session - No report 1.4 ArCH - No report 1.5 Proposal for Arts Organizations Granting Program - See Business Items 1.6 Support the Creative Sector - No report The report was received. 18-0999 Arts Program Support Reports 2.1 Arts Walk 56 & 57 - See Business Items 2.2 Music Out Loud - No report 2.3 Public Art Assessment - No report 2.4 Arts & Heritage Day at the Capitol - No report 2.5 Traffic Box Mural Wrap Public Art Project - See Business Items 2.6 Percival Plinth Project - No report 2.7 Poet Laureate - Council date is November 27 2.8 Implementation of Temporary Display of Art at City Hall & Programming - No report 2.9 Olympia Art Crossings - Ms. Johnson and Commissioner Goddu reported an informative workshop with presentation on successful applications by Mike Sweney from ArtsWA, followed by a robust question and answer session among the 10 participants. 2.10 Public Art Retrospective - Chair Hicks and Commissioner Murray, along with Ms. Nava, toured the exhibition space at the Washington Center for the Performing Arts, to better understand the physical parameters of the upcoming exhibition.
