APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 19-0314 Approval of March 14, 2019 Arts Commission Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners introduced themselves for the benefit of new Commissioner Jim Burlingame and guests. 6. BUSINESS ITEMS 19-0317 Meet and Greet with Olympia Film Society (OFS) City of Olympia Page 1 Arts Commission Meeting Minutes April 11, 2019 Ms. Henley and Mr. Barrett shared marketing and coming capital upgrades for Olympia Film Society (OFS), noting they have been working with Thomas Architecture as consultants. Their new window project will be celebrated in May in conjunction with Historic Preservation Month and Olympia Design Month. Partnerships have become an increasing part of their programming, both through their new street-front presence, and through substantial projects like hosting the Bridge Project and working with the Timberland Library Film Club. They foreshadowed the hiatus of the Olympia Film Festival in November and said they would like to move the date to be adjacent to Arts Walk in Spring 2020. Commissioners liked the idea and agreed the film festival should begin Saturday night at the end of Arts Walk rather than culminate on that day. Commissioner Hicks noted the spring 2020 event would be the 60th Arts Walk, and Ms. Johnson reminisced that the partnership had come full circle as the event began in 1990 as a component of the film festival. They also reported they attended Legislative Washington Film Day in March, and asked if the Commission could help increase constituent attendance in the 22nd District. Ms. Johnson suggested inviting members of the Economic Development Council as part of their delegation. Finally, Ms. Henley noted that OFS is very much looking forward to the development of the ArCH recommendations and offered their assistance in those efforts. The information was provided. 19-0318 Annual Public Art Condition Report Commissioners volunteered to complete the public art condition reports for the following areas: Downtown - Commissioner Williams / Westside - Commissioner Dobler / Southeast - Commissioner Murray / Eastside - Commissioner Fairbanks / Olympia Center, City Hall - Commissioner Burlingame. Ms. Johnson asked that binders be returned at the May 9 meeting. The information was provided. 19-0319 Plan for May Arts Commission Retreat Commissioners planned for their May 9 retreat, 4:00 - 8:00 p.m., to be held in Room 100 of The Olympia Center (to be confirmed): - Poet Laureate Sady Sparks to provide poem and update - West Bay Art Crossings Concept Plan presentation, with Neighborhoods, Planning and Heritage Commissions invited - Discussion with City Manager Steve Hall and Parks, Arts & Recreation Director (PARD) Paul Simmons - ArCH planning - Artist in Residence aspirations The information was provided. REPORTS 19-0316 Policy & Program Recommendation Reports 1.1 Municipal Art Plan to City Council - Chair Grisham shared updates from the work plan presentation meeting, noting the Arts Commission's Council Liaison is now the General Government Committee, and that he had every indication the Arts Commission work plan will be approved with the others on April 16. 1.2 Apply for Creative District Designation - Ms. Johnson shared that the ArCH resource group has been reconvened to review the City's Creative District application on April 25, and the internal deadline for submission is June 1. 1.3 Commission Retreat/Work Session - See Business Items 1.4 ArCH - No report 1.5 Proposal for Arts Organizations Granting Program - No report 1.6 Support the Creative Sector - No report The report was received. 19-0315 Arts Program Support Reports 2.1 Arts Walk 56 & 57 - Ms. Johnson reminded Commissioners of the City Hall docent schedule for Arts Walk, shared Arts Walk maps and asked for Saturday facepaint volunteers. 2.2 Music Out Loud - No report 2.3 Public Art Assessment - See Business Items 2.4 Arts & Heritage Day at the Capitol - No report 2.5 Traffic Box Mural Wrap Public Art Project - No report 2.6 Percival Plinth Project - Commissioners agreed with the staff proposal to place Aqueous (the 2017 plinth winner by Cyrra Robinson) outside The Olympia Center in the landscaped area on the Columbia Street side of the building, when it leaves City Hall in June. 2.7 Poet Laureate - No report 2.8 Implementation of Temporary Display of Art at City Hall & Programming - Installation on April 18 2.9 Olympia Art Crossings - Ms. Johnson shared that Lin McJunkin and Milo White participated in an afternoon and evening of site familiarization, area history and community feedback on March 21. 2.10 Public Art Retrospective - Exhibition up - closing May 10. Commissioners appreciated the opportunity for partnership with the Washington Center on this exhibition. The report was received. 8. OTHER TOPICS - None 9.
