CALL TO ORDER Chair Dobler called the meeting to order at 6:00 p.m. 1.A ROLL CALL Present: 6 - Chair Frederick Dobler, Vice Chair Jim Burlingame, Commissioner Kathryn Dorgan, Commissioner Rose Clifthorne, Commissioner Stacy Hicks and Commissioner Kathy Murray 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 21-0135 Approval of January 14, 2021 Arts Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners commented on past and upcoming arts events. Ms. Johnson announced the West Bay Art Crossing installation was completed on February 10. She noted the General Government Committee was going forward with recruitment and appointment for all boards and commissions. Commissioners will review applications at their March meeting. 6. BUSINESS ITEMS 21-0137 Approval of Final Details for Eastside St. Art Crossing Eastside St. Art Crossing project artist Andrea Wilbur-Sigo presented the final design details for Unity. Those included the addition of imagery on the reverse side of the City of Olympia Page 1 Arts Commission Meeting Minutes February 11, 2021 sculptures, based on basket weaving imagery as well as flipping the placement of the sculptures as originally presented. Ms. Wilbur-Sigo also presented details on the foundation and installation brackets, stain and sealant, lamination of the cedar, and lighting, as well as a final budget. Ms. Johnson asked about the bracket, which will be galvanized, whether the wood elements, once affixed to the bracket, would be removable for conservation (yes), if the wood would be installed above the base plate (yes), and if Ms. Wilbur-Sigo had used laminated cedar before in an exterior application (yes, one project 14 years old). Regarding the plaques, Ms. Wilbur-Sigo noted she would like to include the stories of the sculptures in written and/or audio form. Commissioners discussed photo documenting of the process, and Commissioner Murray offered to take photos. Ms. Wilbur-Sigo welcomed Commissioners to visit her studio to observe the carving process, to be coordinated by staff. Vice-Chair Burlingame moved, seconded by Commissioner Hicks, to approve the final design details and budget for the Eastside St. Art Crossing Project. The motion passed unanimously. 21-0151 Telephone of the Wind Donation Ms. Johnson noted she had not received the gift donation paperwork, so the item will be deferred to March. She said she had received gift donation paperwork of A Story Place by Nancy Thorne-Chambers. Ms. Johnson is working with staff and the donor to identify a location before bringing the item to the Arts Commission for review and recommendation. The discussion was completed. 21-0136 2021 Work Plan and Municipal Art Plan Commissioners continued to make refinements to the 2021 Work Plan and Municipal Art Plan. Final documents to be approved at the March meeting. The discussion was completed. 7. REPORTS 21-0139 Policy and Program Recommendations to City Council No report. 21-0140 Arts Program Support Ms. Johnson reported that based on the ever changing landscape of COVID safety, staff was moving forward with Arts Month in April, rather than Arts Week as previously discussed. She also noted that Legislative Arts, Heritage and Science Day had been changed to a week, and she had a meeting set up with Legislators on February 16. Commissioners asked about digitizing the public art condition report process; staff will explore it. The report was received. 21-0141 ARCH Support No report. 8. OTHER TOPICS - None 9.
