CALL TO ORDER Chair Dobler called the meeting to order at 6:01 p.m. 1.A ROLL CALL Present: 5 - Chair Frederick Dobler, Vice Chair Jim Burlingame, Commissioner Kathryn Dorgan, Commissioner Stacy Hicks and Commissioner Kathy Murray Absent: 1 - Commissioner Rose Clifthorne OTHERS PRESENT Program Specialist Angel Nava 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 21-0224 Approval of February 11, 2021 Arts Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Dryte Pareigis introduced their self as a member of the Heritage Commission. 5. ANNOUNCEMENTS Commissioners commented on past and upcoming arts events. Ms. Johnson announced Commissioner Grisham stepped down effective immediately, leaving 3 positions open on the Arts Commission. She shared information about upcoming stipends, asked for volunteers to serve with Heritage Commissioners on the ARCH and inclusion speaker series, and noted Commissioner Dorgan volunteered to serve as a juror for the 48th City of Olympia Page 1 Arts Commission Meeting Minutes March 11, 2021 Annual Superintendent's High School Art Show. Commissioner Dorgan noted there is room for more jurors (will confirm interest on behalf of Chair Dobler) and noted intent to serve on the speaker series sub-committee. 6. BUSINESS ITEMS 21-0228 Recommendation of Arts Commission candidates for interview Commissioners reviewed the completed ranking matrix shared by staff. Chair Dobler indicated the final tally rang true to his review of the applications and found the top five ranked applicants to offer an interesting mix of skill sets and life experience. Vice Chair Burlingame noted the applicant pool was weighted toward visual and performing arts, and would like to see literary arts better represented during the next recruitment. Commissioner Hicks moved, seconded by Vice Chair Burlingame, to recommend the top five applicants (Gagnier, Clark, Lumbantobing, Maselli, and Batt) to be interviewed by the General Government Committee. The motion passed unanimously. 21-0229 Recommendation of Arts Commission 2021 Work Plan and Municipal Art Plan to the General Government Committee Chair Dobler asked for final comment on the 2021 Arts Commission Work Plan and Municipal Art Plan. Hearing none, he affirmed that both look good and reflect nice work on the part of Commissioners. Vice Chair Burlingame moved, seconded by Commissioner Dorgan, to forward a recommendation to the General Government Committee to approve the 2021 Work Plan and Municipal Art Plan. The motion passed unanimously. 21-0232 Percival Plinth Project Recommendation Ms. Nava shared the jurors' recommendation of sixteen sculptures for the 2021 Percival Plinth exhibition. She reminded Commissioners the seventeenth sculpture was approved last year and held over due to complications in casting due to COVID. In addition, Ms. Nava shared several issues that have come up since the jury: 1) One of the recommended sculptures is no longer available for loan, and the artist provided a substitute sculpture for Commission consideration 2) Due to a found and fixed tabulation error, two of the sculptures have traded places in the rankings. Commissioners reviewed the original jury recommendation, the proposed replacement and the changes the tabulation repair made to the slate of sculptures. Vice Chair Burlingame spoke to his experience on the jury, virtual for the Plinth project for the first time. Commissioner Murray was pleased the process was able to support the artist who's 2020 participation had been affected by the pandemic, and Commissioners in general felt the modified slate of sculptures to be very strong. The slate is composed of sculptures by artists MacRae Wylde , Joseph Webb, Jim Johnson, Shawn Johnson, Timm Duffy, Jennifer Kapnek , Rodger Squirrell, Dan Brown, Ken Turner, Ed McCarthy, Robert City of Olympia Page 2 Arts Commission Meeting Minutes March 11, 2021 Gigliotti and Aisha Harrison. Commissioner Hicks moved, seconded by Vice Chair Burlingame, to forward a recommendation to approve the slate of sculptures as modified to City Council for consideration. The motion passed unanimously. 21-0230 Gifts of Art Ms. Johnson provided update to Commissioners on progress regarding potential gifts of art. The report was received. 7. REPORTS 21-0225 Policy and Program Recommendations to City Council No Report. 21-0226 Arts Program Support Ms. Nava provided an Arts Month update and a sneak peak at the new website. Commissioners found the new platform to be professional and engaging. Commissioners discussed website possibilities for keeping artists information available to the public as well as exploring the potential for an ongoing fall Arts Month. Ms. Johnson shared that the Poet Laureate deadline extension closed with seven applications and will be moving forward. She also invited Commissioners to participate in the April 3 photo opportunity for the West Bay Art Crossing dedication that will take place during Council Special Recognition on April 13. The report was received. 21-0227 ARCH Support Ms. Johnson shared updates to the Armory Creative Campus effort. The report was received. 8. OTHER TOPICS - None 9.
