CALL TO ORDER The meeting was called to order at 6:03 p.m. 1.A ROLL CALL Present: 8 - Chair Maria Ruth, Vice Chair Brock Milliern, Committee member Brent Barnes, Committee member Barbara Benson, Committee member Spence Cearns, Committee member Kyle Guzlas, Committee member Kim Murillo and Committee member Tiffany Sandy 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 21-0146 Approval of January 21, 2021 Parks & Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Staff shared updates related to a new meeting stipend that is available to PRAC members starting in April. Specific park project updates were shared, including an update on Yelm Hwy Community Park Master Plan. 6. BUSINESS ITEMS 6.A 21-0257 Regional Aquatic Facility Feasibility Study Update Parks, Arts & Recreation Director Paul Simmons briefed the Committee on the results of the community survey and stakeholder card game activity. He will return to PRAC in June to share concepts. City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes March 18, 2021 Committee The report was received. 6.B 21-0248 Recreation Scholarship Policy Update Recreation and Facilities Director Scott River provided an overview of recent changes to the Department's scholarship fund, now called Ina's Fund. A discussion related to marketing, promoting and fundraising for the Fund ensued. The report was received. 6.C 21-0258 PRAC Member Application Screening The Committee discussed applications submitted for the vacant seat on PRAC and forwarded their top three candidates to the General Government Committee for interviews (Jamie Gerken, Hattie Osborne, Allison Spector). The Committee forwarded three candidates to General Government Committee for interviews. 7. REPORTS No other PRAC members were interested in serving on the OMPD Advisory Committee, so Committee member Benson will continue to serve in that role. Committee members Barnes and Sandy requested more advanced notice of Aquatic Study meetings. If they are unable to attend meetings, they will contact Chair Ruth or Committee member Benson to attend in their place. 8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS - None 9. PUBLIC COMMENT Citizens should email public comments to Laura Keehan (lkeehan@ci.olympia.wa.us) by 4:00pm on the date of the meeting. Written public comments will be emailed to all committee members. Citizens may share verbal comments at the meeting only if they have registered for the meeting on Zoom by 4:00pm on the date of the meeting and indicated that they would like to speak. During this portion of the meeting, citizens may address the Advisory Committee or Commission regarding items related to City business, including items on the Agenda. In order for the Committee or Commission to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Committee or Commission in these two areas: (1) on agenda items for which the Committee or Commission either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. 5.
