1. CALL TO ORDER
Chair Dobler called the meeting to order at 6:00 p.m.

2. APPROVAL OF AGENDA
The agenda was approved.
3. APPROVAL OF MINUTES
21-1060 Approval of October 14, 2021 Arts Commission Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT
Mike Taylor spoke.
5. ANNOUNCEMENTS
Commissioners shared information about past and upcoming arts events. Commissioner
Hicks announced this was her last meeting, having accepted a full time position in
California. Commissioners thanked Commissioner Hicks for her work, and she in turn
shared appreciation to have served eight years on the Commission.

6. BUSINESS ITEMS
21-1064 Approval of 2022 Arts Walk Cover Artists
Ms. Nava reported the results of the Arts Walk cover art jury that took place on November
8. Thirteen applications were reviewed by Commissioners Dorgan and Batt, and spring
2021 cover artist Laurel Henn. Ms. Nava shared the recommendation: Rene Westbrook
for Spring and Katherine Ransom for Fall, in addition to alternates Megan Teutschel and
Sandra Bocas. Commissioners asked about printed materials in association with the
event, which Ms. Nava noted would return in 2022.
Commissioner Hicks moved, seconded by Vice Chair Burlingame, to approve
the jury's recommendation for the 2022 Arts Walk covers. The motion passed.
21-1061 Parks, Arts and Recreation Plan Letter of Support
Chair Dobler asked if there were changes to the Parks, Arts and Recreation Plan Letter
of Support.
The proposed letter supporting the 2022 Parks, Arts and Recreation Plan was
approved.
21-1066 Arts Walk/Arts Month Recap
Ms. Nava shared videos from Thurston Community Media and Porcupine Media,
produced from the fall Arts Walk event, in addition to a new banner design for marketing.
She discussed demographics potential of the new website and noted there will focused
marketing in the spring about how to use the website. said there is potential now for
expanding featured artists in media other than 2 dimensional. Commissioners shared
their experiences of the event, noting people were glad to get downtown for Arts Walk
again.
The report was received.
21-1062 Arts Commission Chair and Vice-Chair for 2022
Chair Dobler proposed the following slate of officers for 2022 for Commission review:
Vice-Chair Burlingame for Chair, and Commissioner Dorgan for Vice-Chair, effective
January 2022.
Commissioner Clifthorne moved, seconded by Commissioner Hoag, to
approve the slate of officers. The motion passed.
21-1065 Review and recommendation of Grants to Arts & Culture Organizations
applications
Ms. Johnson shared the cumulative scoring of all tally sheets returned by Commissioners
earlier in the day. Commissioners Dorgan and Gagnier both recused themselves from
scoring organizations where they were members of the board. As such the scored were

ordered by the average rankings. The limit of the program is $20,000 with the requests
capped at $5,000 (matching grant). The top ranked requests were all for $5,000, as were
the fourth and fifth ranked, which were tied in scoring. After discussion, Commissioners
determined to recommend the top three be fully funded, and the organizations tied for
fourth split the amount. Staff was directed to contact the organizations to see if they
would still be able to complete their proposed project with partial funding.
Commissioner Hicks moved, seconded by Commissioner Hoag,to recommend
to City Council $5,000 grants to Indigenous Performance Productions,
Olympia Artspace Alliance, and Olympia Family Theater, and $2,500 grants to
Window Seat Media and Harlequin Productions. The motion passed.
21-1063 Discussion of 2022 Arts Commission Work Plan and Municipal Art Plan
Items
Commissioners reviewed the first draft of the 2022 Work Plan and Municipal Art Plan
and made changes.
The discussion was completed.
