The meeting was called to order at 6:02 p.m.

2. APPROVAL OF AGENDA
The agenda was approved.
3. APPROVAL OF MINUTES
21-0987 Approval of September 16, 2021 Parks and Recreation Advisory
Committee Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT
Bob Jacobs discussed the importance of neighborhood parks within 1/2 mile and land
acquisition.
5. ANNOUNCEMENTS
1) Public meeting on October 28, 2021 will present the conceptual vision for the aquatic
study.
2) Program Specialist Jennifer Gessley-Gayman gave an update on the sensory
gardens. The City did not receive the grant but is moving forward with the design at
Decatur. Kettle View will be next. Also, SSPTP liked the idea of communication boards
near playgrounds. They recommended a local artist with Down Syndrome that would be

willing to work on the design.
3) Kyle Guzlas announced the developer, Romano Capital, pulled out of the 10 acre
development next to LBA Woods.
6. BUSINESS ITEMS
21-1012 Public Hearing and Recommendation for Proposed Park Naming for 911
Adams St SE - Rebecca Howard Park for Peace and Healing
Director Paul Simmons presented background on the proposed park name.
Director Simmons opened the public hearing at 6:33 p.m. The following people spoke:
Olivia Salazar de Breaux and Greg Griffith. Director Simmons closed the public hearing
at 6:39 p.m.
The Committee discussed the proposed name.
Committee member Benson moved, seconded by Vice Chair Milliern, to
authorize the Chair to write a letter recommending approval of the park name
as Rebecca Howard Park for Peace and Healing. The motion passed
unanimously.
21-1011 Yelm Highway Community Park Update
Parks Planning & Design Manager Laura Keehan presented the proposal concept plan
for the phase 1 southern portion of the park and reviewed the survey results. PRAC
members agreed to hold a special meeting on December 2, 2021 at 5:00 p.m. on Zoom
to hear a presentation from the Olympia School District and Berger Partnership on the
District's response to PRAC's letter on school co-location.
The discussion was completed.
21-1010 Draft Parks, Arts and Recreation Plan Recommendation
Ms. Keehan reviewed public feedback received on the draft plan. PRAC members
provided input and ideas for revisions to the draft.
Committee member Benson moved, seconded by Committee member Guzlas,
to authorize the Chair to write a letter recommending approval of the draft
plan. The motion passed unanimously.
7. REPORTS
OMPD: Committee member Benson provided an overview of the recent advisory
committee meeting and letter.

4. PUBLIC COMMENT
During this portion of the meeting, community members may address the Advisory Committee or
Commission regarding items related to City business, including items on the Agenda. In order for the
Committee or Commission to maintain impartiality and the appearance of fairness in upcoming matters
and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make
public comments before the Committee or Commission in these two areas: (1) on agenda items for
which the Committee or Commission either held a Public Hearing in the last 45 days, or will hold a Public
Hearing within 45 days, or (2) where the speaker promotes or opposes a candidate for public office or a
ballot measure.. Individual comments are limited to two (2) minutes or less.
REMOTE MEETING PUBLIC COMMENT INSTRUCTIONS:
Live public comment will be taken during the meeting but advance registration is required. The link to
register is at the top of the agenda. You will be given the choice to comment during the registration
process. After you complete the registration form, you will receive a link by email to log onto or call into
Zoom for use at the meeting date and time. If you plan on calling into the meeting, you will need to
provide your phone number at registration so you can be recognized during the meeting. Once connected
to the meeting you will be auto-muted. At the start of the public comment period, the Chair will call
participants by name to speak in the order they signed up. When it is your turn to speak, your
microphone will be unmuted.
