CALL TO ORDER Chair Burlingame called the meeting to order at 6:01 p.m. 1.A ROLL CALL Present: 9 - Chair Jim Burlingame, Vice Chair Kathryn Dorgan, Commissioner Joe Batt, Commissioner Rose Clifthorne, Commissioner Shameka Gagnier, Commissioner Jace Hoag, Commissioner Kathy Murray, Commissioner Christie Tran and Commissioner Hathor Vergotis 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 22-0340 Approval of March 10, 2022 Arts Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Lorilyn Lirio introduced themselves as a writer for The Jolt. 5. ANNOUNCEMENTS Commissioners talked about past and upcoming arts events. Commissioners agreed to continue with Zoom meetings through May. 6. BUSINESS ITEMS 22-0343 New Arts Commission Member Introduction Commissioners introduced themselves, their backgrounds and interests, and welcomed new Commissioners Tran and Vergotis. City of Olympia Page 1 Arts Commission Meeting Minutes April 14, 2022 The recognition was received. 22-0344 Review and approval of Martin Way/Pacific Avenue Art Crossing Public Art candidate short-list Ms. Johnson provided a briefing on the Art Crossings project to date and shared work samples of the three finalists put forth by the jury committee. Chair Burlingame asked for comments. Several Commissioners shared concerns about one of the finalists having completed an earlier Art Crossing project. Commissioner Hoag had a material concern about the use of glass to which Ms. Johnson shared her experience. Commissioner Tran asked if the Lien Hoa Temple in the Northeast Neighborhood Association had been approached as part of the project planning. Ms. Johnson replied that the planning had been through the neighborhood associations to date, and that she did not know their involvement. She noted it was not too late to involve the Temple in the project as the selected artist is also responsible for community engagement. Commissioner Tran offered to provide contact information. Commissioner Hoag moved, seconded by Commissioner Batt, to approve the recommendation of Charles Fitzgerald, Jennifer Corio/Dave Frei, and Lin McJunkin/Milo White for interview by the jury committee for the Martin Way Pacific Avenue Art Crossing Project. The motion carried by the following vote: Aye: 7 - Chair Burlingame, Vice Chair Dorgan, Commissioner Batt, Commissioner Clifthorne, Commissioner Hoag, Commissioner Murray and Commissioner Tran Abstained: 2 - Commissioner Gagnier and Commissioner Vergotis 22-0345 Arts Commission Spring Retreat Planning Commissioners determined to set a four hour retreat for their Thursday, June 9 meeting. The topic is review of the public art program, including community involvement, how opportunities are made available, and how the program intersects with Equity, Inclusion and Belonging. Staff will draft an agenda for further discussion at the May meeting. The discussion was completed. 7. REPORTS 22-0341 Committee Report Commissioner Clifthorne reported seven artists were selected to create graphic design elements for the Art Adventure Club Mural Tour project. Vice Chair Dorgan and Commissioner Murray stated they received forms back from organizations working with the City's houseless community. Based on the amount of feedback received, staff will reach out to Drexel House for better understanding of the community's interest in music and dance. The report was received. City of Olympia Page 2 Arts Commission Meeting Minutes April 14, 2022 22-0342 Staff Report Ms. Johnson reported Creative District direction signage was soon to be installed on the existing City wayfinding signage. Based on Commission direction, she was able to amend the Window Seat Media GACO agreement and provide the full funding requested. Ms. Johnson attended Walking Poetry organized by Poet Laureate McBunch, and reported nine attendees and a well-received event. She noted an emergency hire was in the works to assist Arts staff with administrative tasks through October, given the larger than expected draw on staff time due to the Armory. She indicated she was finalizing an agreement with the Olympia Downtown Alliance to facilitate Music Out Loud in association with Love Oly Summerfest, and per the agreement, asked for a Commissioner to participate in the selection process.
