APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 23-0687 Approval of June 8, 2023 Arts Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming art events. 6. BUSINESS ITEMS 23-0688 Meet CaTMA City of Olympia Page 1 Arts Commission Meeting Minutes August 10, 2023 China Star from CaTMA Gallery spoke to the philosophy and practice of their contemporary and trans-modern art space in downtown Olympia. She also spoke about their upcoming exhibition Quantum Untanglement: Paintings by students of Leonce Love (Haiti) with installation and performance by Frances Ney (France/Oly). She encouraged Commissioners to attend the opening the following evening and to look to their website www.catma.art for gallery hours updated weekly. The report was received. 23-0689 Art Intervention Recap Ms. Nava provided a high level overview of the nine art activations that took place at the Armory during the month of July. She reported good community response with an estimate of 1500 participants. The activations served the function of test-driving the building as an arts campus, with activities taking place inside the building and out, covering a range of visual and performing arts. Commissioners who attended shared their experiences. The report was received. 23-0690 Review and Recommendation of Percival Plinth Project Peoples’ Choice Award Ms. Nava shared results of the public vote held during the month of July for the Percival Plinth Project. Third runner up was "Encircled in Cycles" by Jennifer Kapnek, Portland, OR, and second runner up "Addiction" by Irene Osborn, Olympia, WA. The sculpture with the most votes was "A Song for Nurturing Peace" by Nancy Thorne Chambers, Olympia, WA. Ms. Nava also shared some of the comments received from the public regarding the top two sculptures. Commissioner Dorgan moved, seconded by Commissioner Schreiber, to recommend "A Song for Nurturing Peace" by Nancy Thorne Chambers to City Council for approval. The motion was unanimously approved. 23-0691 Grass Lake Nature Park Public Art Project Opportunity Ms. Johnson shared information about upcoming Parks planning projects that trigger the 1% for Art ordinance. She noted that of those projects, improvements to Grass Lake Nature Park were a timely consideration, one that would require a recommendation to the Community Livability and Public Safety Committee (CLPS), and then Council, as it is coming outside of the Arts Commission's annual work plan. She shared the concept of repurposing the large steel tank currently on site as the materials for park furnishings such as a planned bird blind. Commissioners agreed to move the project forward to CLPS for consideration. Commissioner Hoag moved, seconded by Commissioner Garey, to recommend use of 1% for Art funds for a public art project at Grass Lake Nature Park. The motion was unanimously approved. City of Olympia Page 2 Arts Commission Meeting Minutes August 10, 2023 23-0692 Planning for October Arts Commission Retreat Commissioners agreed to hold their October retreat at City Hall, Room 112, 4:00-8:00 p.m. Preliminary topics include a meeting with the Poet Laureate, community art asset mapping or similar. The discussion was completed. 7. REPORTS Ms. Johnson noted the Artist in Residence dates have been set at Drexel House from August through October. "Arc of Aging," was approved by City Council at their August 8 meeting, scheduled for second reading August 22. And the painting bid for public art at Decatur Woods and the North Capitol Way roundabout is soon to be released. 8. OTHER TOPICS - None 9.
