1. CALL TO ORDER
Chair Dorgan called the meeting to order at 6:00 p.m.

Present: 7 - Chair Kathryn Dorgan, Vice Chair Jace Hoag, Commissioner Joe
Batt, Commissioner Jim Burlingame, Commissioner Rose Clifthorne,
Commissioner Coral Garey and Commissioner Katherine Ransom
Absent: 1 - Commissioner Tracy Schreiber

The agenda was approved.
3. APPROVAL OF MINUTES
24-0031 Approval of December 14, 2023 Arts Commission Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
Commissioners shared information about past and upcoming arts events.
6. BUSINESS ITEMS
24-0034 Grass Lake Nature Park Public Art Project Artist Recommendation
Ms. Johnson shared the recommendation of the jury for the Grass Lake Nature Park
Public Art project artists following finalist interviews. The jury came to unanimous
recommendation of Abe Singer. Nature is an inspiration in Mr. Singer’s work and he is
well versed in the use of repurposed materials. He articulated a strong resonance to the
redevelopment vision and relationship to the environment and materials, speaking to

accessibility, ways to connect and a strong appreciation for the tank and its possibilities.
Commissioner Batt moved, seconded by Commissioner Burlingame, to
approve the jury recommendation to be forwarded to City Council for
consideration. The motion was unanimously approved.
24-0035 Donation of Art Proposal Commemorating West Olympia Rotary 50th
Anniversary
Ms. Johnson presented the Gift of Art proposal from the West Bay Rotary Club.
Commissioners reviewed the proposal, framing their discussion around criteria in the Gift
of Art policy. Commissioners were unanimous in their recommendation to forward the
proposal to City Council for approval, and commented that a gift of art to the City was a
very meaningful way for the West Olympia Rotary Club to celebrate their anniversary.
Commissioner Ransom moved, seconded by Vice Chair Hoag, to recommend
Life is Water, by Taylor Krise to City Council as a donation to the City Public
Art Collection. The motion passed unanimously.
24-0033 2024-2025 Arts Commission Work Plan and Municipal Art Plan
Commissioners reviewed proposed 2024/25 Work Plan and Municipal Art Plan and
made comment. Staff will return with an edited version at the February 8 meeting.
The discussion was completed.
24-0032 New Member Process Review
Commissioners discussed the review matrix for new Commissioner review and made
changes. Staff will send matrix and application packet in advance of the February 8
meeting.
The discussion was completed.
7. REPORTS
Ms. Johnson shared the new ARCH video clip, noted that the Poet Laureate read several
poems at the first City Council meeting of the year, and that Plinth project applications
close January 22, and Arts Walk applications close January 31. Commissioner
Burlingame shared that he would be participating on the Armory Partner selection
process the following day.
