CALL TO ORDER The meeting was called to order at 6:01 p.m. 1.A ROLL CALL Present: 5 - Committee member Brent Barnes, Committee member Daniel Farber, Committee member Jamie Gerken, Committee member Caroline Mellor and Committee member Jeff Prevost Absent: 2 - Chair Alexandrea Safiq and Committee member Kyle Guzlas 2. APPROVAL OF AGENDA The agenda was unanimously approved. 3. PRAC CHAIR AND VICE-CHAIR ELECTIONS 3.A 24-0063 PRAC Chair and Vice-chair Elections Committee member Mellor moved, seconded by Committee member Prevost, to approve Alex Safiq as the Chair and Brent Barnes as the Vice Chair. The motion carried by the following vote: Aye: 5 - Committee member Barnes, Committee member Farber, Committee member Gerken, Committee member Mellor and Committee member Prevost Absent: 2 - Chair Safiq and Committee member Guzlas 4. APPROVAL OF MINUTES 4.A 23-1097 Approval of October 19, 2023 Parks and Recreation Advisory Committee Meeting Minutes The minutes were unanimously approved. 5. PUBLIC COMMENT Bob Jacobs spoke. ANNOUNCEMENTS Staff Liaison Laura Keehan spoke about an email sent to advisory committee members regarding paperwork required for committee member stipends. She also announced construction has begun on LBA field #2. 7. BUSINESS ITEMS 7.A 24-0059 Comprehensive Plan Periodic Update - Natural Environment Chapter Public Works Environmental Habitat Planner Kym Foley presented a briefing on the periodic update of the City's Comprehensive Plan Natural Environment Chapter. The discussion was completed. 7.B 24-0060 Comprehensive Plan Parks, Arts and Recreation Chapter Recommendation Committee member Mellor moved to approve the Parks, Arts and Recreation Chapter of the Comprehensive Plan with modifications and direct Acting Chair Brent Barnes to write a letter of recommendation to the Olympia Planning Commission and City Council. The motion carried by the following vote: Aye: 5 - Committee member Barnes, Committee member Farber, Committee member Gerken, Committee member Mellor and Committee member Prevost Absent: 2 - Chair Safiq and Committee member Guzlas 7.C 24-0061 Yelm Highway Community Park Update Planning and Design Manager Laura Keehan provided and update on the planning and design progress of the Yelm Highway Community Park. The discussion was completed. 7.D 24-0062 Screening New PRAC Member Applications Acting Chair Barnes facilitated with Committee members the ranking of PRAC member applications. The Committee unanimously approved to move forward five candidates to Council's Community Livability and Public Safety (CLPS) Committee for interviews. 7.E 24-0065 Draft PRAC 2024-2025 Work Plan Committee member Farber moved, seconded by Committee member Gerken, to recommend the draft 2024-2025 PRAC work plan to Council for their City of Olympia Page 2 Parks and Recreation Advisory Meeting Minutes January 18, 2024 Committee approval. REPORTS - None 9. FOLLOW-UP ON PRAC MOTIONS, QUESTIONS AND FUTURE AGENDA ITEMS Ms. Keehan spoke about the upcoming meeting agenda on March 21, 2024. 10.
