Call to Order and Roll Call (6:15 - 6:17) The meeting was called to order at 6:15 p.m. Present: 8 - Co-Chair Anne Fritzel, Co-Chair Clark Gilman, Committee Member Jesse Dwyer, Committee Member Joe Ford, Committee Member Kris Fransen, Committee Member Robert Kam, Committee Member Gail Wootan, and Committee Member Brittany Yunker Excused: 2 - Committee Member Scott Clifthorne, and Committee Member Christina Lock Absent: 1 - Committee Member Brad Archbold 2. Approve Agenda (6:17 - 6:19) The agenda was approved as presented. 3. Approve Minutes (6:19 - 6:22) 3.A 13-0587 Approve May 22, 2013, BPAC Meeting Minutes The minutes were approved as presented. 4. Public Comment (6:22 - 6:30) Mr. Jack Horton spoke to the Puget Bikeway Project and said he supports the installation of sharrows on Puget Street (north of San Francisco Avenue) to help direct bike traffic to this street, instead of Bethel Street. Kanako, a Downtown business owner, spoke about installing bike stands with tools for the public to use to make repairs. She said she is willing to invest in the project. Senior Planner Sophie Stimson stated this would be a good topic for a sub-committee. Committee Members Wootan, Kam, Yunker and Dwyer all agreed to work on this topic. Mr. Peter Guttchen said he echoes Mr. Horton's support on the Puget Bikeway Project and supports the installation of sharrows. He added that staff should go beyond just updating the criteria in the Sidewalk Program. He would like to see us reach out and City of Olympia Page 1 Bicycle and Pedestrian Advisory Meeting Minutes July 24, 2013 Committee discussion priorities with neighborhoods, and make the program more responsive to neighborhood priorities. 5. Announcements (6:30 - 6:40) Committee Member Kam indicated the Scammell Avenue Neighorhood Pathways project is on hold, as the property is currently in probate. Senior Program Specialist Michelle Swanson provided statistics from this year's Bicycle Commuter Month. - 1,655 people participated. - 71 percent turned in mileage logs. - 545 or 33 percent were first time participants. - 59 tons of CO2 were saved. 6. Business Items (6:40 - 8:20) 6.A 13-0585 Sidewalk Program Review Ms. Stimson provided background and information on the Sidewalk Program. She encouraged Committee members to review the 2003 Sidewalk Program report on line. She reminded the Committee that the priority list was part of the voter-approved funding measure for parks and sidewalks. At the September meeting, the Committee will discuss the possible scope of this review. The report was received. 6.B 13-0586 2014-2019 Preliminary Capital Facilities Plan Line of Business Director Clark Halvorson and Co-Chair Fritzel asked Committee members to provide comments to include in the letter to City Council on the CFP. The Committee will have the opportunity to review and finalize a draft letter at the September 25 meeting. The report was received. 6.C 13-0583 Bicycle Boulevards Ms. Swanson gave a presentation and white paper on bicycle boulevards, for information purposes only. No decisions or recommendations were needed. Ms. Stimson said we need to look at the entire bicycle network and develop an approach to integrating bicycle boulevards into our bicycle network. After much discussion, it was suggested to add Bicycle Bouelvards to the Committee's 2014 work plan. The presentation was received. 6.D 13-0582 Sharrows Ms. Stimson shared a white paper on sharrows. The Northeast Neighborhood is City of Olympia Page 2 Bicycle and Pedestrian Advisory Meeting Minutes July 24, 2013 Committee asking the City to install sharrows on the north leg of the intersection at Puget and San Francisco Avenue as a means to guide bicyclists away from Bethel Street . Staff is recommending that we not install these sharrows, as it does not meet established installation criteria. After much discussion, the Committee agreed with staff's recommendation to not install sharrows at this location. The Committee would like staff to look at different design options (i.e. signage, other markings) for the intersection of Puget and San Francisco for discussion at the September meeting. The report was received. 6.E 13-0584 Transportation Improvement Board Grant Opportunities Engineering and Planning Supervisor Randy Wesselman provided an overview of future Transportation Improvement Board grants staff will be applying for . This grant funding request will be for the roundabout at Boulevard Road and Morse-Merryman; and for the 22nd Avenue Sidewalk Project, from Boulevard Road to Cain.
