Ad Hoc Community Renewal Area Committee
1. ROLL CALL
Present: 3 - Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones and
Councilmember Julie Hankins
2. BUSINESS ITEMS
Mayor Buxbaum reviewed the agenda and outcomes he was expecting from this
meeting.
Community Planning and Development Director Keith Stahley handed out the
downtown Olympia economic redevelopment student project schedule and a review
draft of Investment Strategy, City of Olympia Opportunity Areas by ECONorthwest.

2.B 13-0656 ORAL REPORT - Review of Community Renewal Area Consultant
Work Plan
The Ad Hoc Committee discussed possible formats for future Citizen Advisory
Committee (CAC) meetings to create momentum and consensus in determining a
broad geographic area for renewal. On September 17, 2013, Mayor Buxbaum will
report to the City Council the progress of the Community Renewal Area (CRA) and the
CAC; and request consensus in planning a design charette for the CAC. He will
recommend the following steps:
· At the end of September, the CAC will discuss “norms” for the group, receive
training on the process of a design charrette, and determine the boundaries of
Olympia’s Community Renewal Area.
· The first weekend in October, the CAC will participate in a modified design
charrette. The CAC members will work in small groups, with a maximum of 10
people. The CRA will provide each charrette group with a support team that
may include a transportation expert, a facilitator, an engineer, etc. In a
collaborative manner, each group will consider, as a sample, the isthmus
property for renewal. Using their unique perspective and expertise, each group

will prepare a proposal to the CRA.
· At the third meeting, the design proposals will be discussed, an action plan
determined, and recommendations prepared for CRA/City Council, and lastly,
discuss plans for an Open House.
The discussion was completed.
2.C 13-0657 ORAL REPORT - Status Report on Small Group Meetings
Mayor Buxbaum shared that the CAC is a group of approximately 30 “opinion
leaders.” There have been two full Committee meetings, several brown bag lunch
meetings, and multiple small group meetings. The small group meetings have
consisted of two to four Committee members and each person is asked to be
advocates of the CAC work and to collaborate productively together. The Mayor has
additional small group meetings to schedule and will then bring the whole group
together again.
The report was received.
2.D 13-0658 ORAL REPORT - Feedback on Preliminary Draft of Component A
Mayor Buxbaum stated the Investment Strategy draft document has not been
distributed to anyone but the CRA. Mr. Stahley stated the consultants are on vacation
this week and will be filling in the blanks in the document next week after he provides
feedback.
The CRA discussed clarifying the timing and scheduling of the consultants to make a
presentation to City Council. A decision was made to have the consultants present in
October, not September. The CRA asked Mr. Stahley to provide direction to the
consultants to include in the presentation:
· The work of the Citizen Advisory Committee;
· A review of Component A and Component B; and
· Be prepared to discuss next steps, what the focus is, and how to make the
transition.
Discussion followed regarding page 10, Feasibility Spectrum of the review draft
Investment Strategy. The CRA agreed that the message to the community should
not imply certain property owners are being nurtured or supported. To prevent
creating false expectations, it was decided to add clarifying language to this section
that states the sites are examples and not commitments. The Committee agreed it
would be beneficial to evaluate what message is being sent with each of the six sites.
Additionally, they asked that definitions for nurture, define, and growth be added.
The discussion was completed.
