ROLL CALL Present: 6 - Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Julie Hankins, Councilmember Steve Langer, Councilmember Jeannine Roe and Councilmember Cheryl Selby Excused: 1 - Mayor Stephen H. Buxbaum 1.A ANNOUNCEMENTS - None 1.B APPROVAL OF AGENDA Mayor Pro Tem Jones noted the addition of Item 4E (Approval of Interagency Agreement with State of Washington Department of Enterprise Services for Energy Project Management) and a change from what was previously Item 4E to Item 4F (Approval of an Ordinance Relating to the Utility Services Tax and Amending Olympia Municipal Code Section 5.84.050). The agenda was approved as amended. 2. SPECIAL RECOGNITION 2.A 14-0324 Special Recognition - Salmon Stewards Program Volunteers Public Works Senior Program Specialist Patricia Pyle recognized volunteers who participate in the Salmon Stewards Program. The recognition was received. 3. PUBLIC COMMUNICATION The Council heard comments from Terren Zander, Jim Reeves, James Wellings, Ron Nesbitt and Scott Yoos. CONSENT CALENDAR 4.A 14-0812 Approval of August 12, 2014 City Council Meeting Minutes City of Olympia Page 1 City Council Meeting Minutes August 19, 2014 The minutes were adopted. 4.B 14-0804 Bills and Payroll Certification Payroll check numbers 87101 through 87270 and Direct Deposit transmissions: Total: $7,670,177.21; Claim check numbers 3449862 through 3450464: Total: $3,930,677.55. The decision was adopted. 4.C 13-0402 Approval of Environmental Covenant for Percival Landing Phase 1 Northern Site The contract was adopted. 4.D 14-0731 Approval of the Bid Award for the State Avenue Paving Project The decision was adopted. 4.E 14-0831 Approval of Interagency Agreement with State of Washington Department of Enterprise Services for Energy Project Management The contract was adopted. 4. SECOND READINGS 4.F 14-0742 Approval of an Ordinance Relating to the Utility Services Tax and Amending Olympia Municipal Code Section 5.84.050 The ordinance was adopted on second reading. Approval of the Consent Agenda Councilmember Langer moved, seconded by Councilmember Selby, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins, Councilmember Langer, Councilmember Roe and Councilmember Selby Excused: 1 - Mayor Buxbaum 4. FIRST READINGS - None 5. PUBLIC HEARING - None 6. OTHER BUSINESS 6.A 14-0803 Approval of City Council Mid-Year Retreat Agenda City of Olympia Page 2 City Council Meeting Minutes August 19, 2014 City Manager Steve Hall reviewed the draft agenda for the mid-year retreat scheduled for August 30. He noted the General Government Committee added Council outreach and economic development to their list of committee reports. Following discussion Councilmember Roe moved, seconded by Councilmember Langer, to have the City Manager facilitate the meeting, reduce emphasis on accomplishments, look at moving forward, be open to individual comment, and look at the bigger picture for where the Council wants to be by the end of 2015. The motion carried by the following vote: Aye: 6 - Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins, Councilmember Langer, Councilmember Roe and Councilmember Selby Excused: 1 - Mayor Buxbaum 7. CONTINUED PUBLIC COMMUNICATION - None 8. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on committee meetings and events attended. 8.B CITY MANAGER'S REPORT AND REFERRALS Mr. Hall reported the Olympia Center is being painted, voting is in progress for the Percival Plinths People's Choice art piece, and there will be a future Study Session regarding continued improvement ideas for the Artesian Commons. 9. PUBLIC COMMUNICATION (Estimated Time: 0-30 Minutes) (Sign Up Sheets are Provided in the Foyer) During this portion of the meeting, citizens may address the Council regarding only items related to City business, including items on the Agenda, except on agenda items for which the City Council either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days. Individual testimony is limited to three minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the Council will refrain from commenting on individual testimony until all public comment has been taken. The City Council will allow for additional testimony to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
