1.B APPROVAL OF AGENDA
The agenda was unanimously approved.
2. SPECIAL RECOGNITION
2.A 14-0774 Proclamation for Thurston County Medic One’s 40th Anniversary
Councilmember Langer read the proclamation and Medic One Executive Director
Steve Romines accepted it.
The recognition was received.
2.B 14-0783 Proclamation Acknowledging the Work of the Japanese American
Citizens’ League (JACL)
Mayor Buxbaum read the proclamation and JACL local chapter president Bob
Nakamura accepted it.
The recognition was received.
3. PUBLIC COMMUNICATION
The Council heard comments from Helen Rice, Terren Zander, Jim Reeves, Ron
Nesbitt, and Carlos Ramora.

Bates Technical College for Training
The contract was adopted.
4. SECOND READINGS
4.C 14-0557 Approval of an Ordinance Amending Park Impact Fees to Remove
Exemption for Senior Housing Developments
The ordinance was adopted on second reading.
4.D 14-0736 Approval of Ordinance Amending the Fund 108 and Fund 003 Housing
Funds
The ordinance was adopted on second reading.
4.E 14-0758 Approval of Appropriation Ordinance in the Amount of $100,000
Transferring Funds from the Community Park Impact Fee Account to
the Capital Improvement Fund
The ordinance was adopted on second reading.
Approval of the Consent Agenda
Councilmember Roe moved, seconded by Councilmember Langer, to adopt
the Consent Calendar. The motion carried by the following vote:

6.A 14-0742 Approval of an Ordinance Relating to the Utility Services Tax and
Amending Olympia Municipal Code Section 5.84.050
Administrative Services Director Jane Kirkemo provided background. She said the
Finance Committee recommended the funds from this tax go to the Capital Facilities
Plan. She noted the income from this tax would generate approximately $800,000 per
year.

Councilmember Langer moved, seconded by Councilmember Selby, to
approve on first reading and forward to second reading the ordinance
relating to the utility services tax and amending Olympia Municipal Code
Section 5.84.050. The motion carried by the following vote:
Aye: 6 - Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Hankins,
Councilmember Langer, Councilmember Roe and Councilmember
Selby
Excused: 1 - Councilmember Cooper
6.B 14-0499 Consideration of Draft Olympia Comprehensive Plan
Community Planning & Development Deputy Director Leonard Bauer reviewed how
the Comprehensive Plan fits into the City's planning process and the next steps for
Council consideration. He then reviewed the summary and options for considering
public comments.
Councilmembers discussed each of the categories and agreed no changes need to
be made to Category 5.0 - Consistency, and Category 8.0 - Performance
Measures and Outcomes.
Council agreed to ask only for staff clarification on the following categories:
1.0 - Vision and Values
2.0 - Street Connectors and Other Transportation Issues
a. Safety of newly connected streets
7.0 - Critical Areas, Wildlife Habitat & Natural Environment
a. Protection of priority species
b. Clarity about Comp Plan update vs. critical areas ordinance
c. Habitat islands
d. Sea level rise
12.0 - Utilities
13.0 - Parks, Arts and Recreation
a. Change emphasis regarding tourism/private investment
14.0 - Miscellaneous
a. Basic visuals for presentation at Council meeting
b. Housing/homelessness
15.0 - Other
a. Introduction to Plan
After discussion, Council agreed more in-depth discussion should take place at a

Councilmembers reported on committee meetings and events attended.
8.B CITY MANAGER'S REPORT AND REFERRALS
City Manager Steve Hall reported that for the recent waterline break on 14th Avenue,
Public Works implemented an emergency declaration to contract out for immediate
repairs, bypassing the City's normal bidding process.

During this portion of the meeting, citizens may address the Council regarding only items related to City

a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days. Individual testimony is
limited to three minutes or less. In order to hear as many people as possible during the 30-minutes set
aside for Public Communication, the Council will refrain from commenting on individual testimony until
all public comment has been taken. The City Council will allow for additional testimony to be taken at the
end of the meeting for those who signed up at the beginning of the meeting and did not get an
