ROLL CALL Present: 7 - Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Julie Hankins, Councilmember Steve Langer, Councilmember Jeannine Roe and Councilmember Cheryl Selby 1.A ANNOUNCEMENTS Mayor Buxbaum noted former Chief Justice Utter passed away. 1.B APPROVAL OF AGENDA Mayor Buxbaum added Item 2B under Special Recognition regarding the Accord with the Squaxin Island Tribe. The agenda was approved as amended. 2. SPECIAL RECOGNITION 2.A 14-1000 Proclamation Declaring October 2014 as National Substance Abuse Prevention Month Councilmember Langer read the proclamation and TOGETHER! Executive Director Meghan Sullivan accepted it. The recognition was received. 2.B 14-1044 Recognition of Approval of the Accord Between the Squaxin Island Tribe and the City of Olympia Mayor Buxbaum read the Accord approved at last night's special meeting with the Squaxin Island Tribal Council and said this is the first Accord he is aware of. The recognition was received. 3. PUBLIC COMMUNICATION The Council heard comments from Martin Meyer, Jim Reeves, Ron Nesbitt, Kristen Rogers, Nicholas Bense, Dylan Kuehl and Terri Rose. CONSENT CALENDAR 4.A 14-1007 Approval of October 2, 2014 Special Meeting of the City Council to Conduct Business of the Community and Economic Revitalization Committee Minutes The minutes were adopted. 4.B 14-1039 Approval of October 14, 2014 City Council Meeting Minutes The minutes were adopted. 4. SECOND READINGS 4.C 14-0996 An Ordinance of the City of Olympia, Washington Relating to the Business and Occupation Tax and Amending Olympia Municipal Code Section 5.04.110 The ordinance was adopted on second reading. Approval of the Consent Agenda Councilmember Cooper moved, seconded by Councilmember Hankins, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 7 - Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins, Councilmember Langer, Councilmember Roe and Councilmember Selby 4. FIRST READINGS - None 5. PUBLIC HEARING - None 6. OTHER BUSINESS 6.A 14-1017 Continued Discussion on the 2015 - 2020 Capital Facilities Plan (CFP) City Manager Steve Hall introduced this item. He said there was a public hearing last week and tonight the Council will have a chance to ask questions or clarify issues. He reviewed the spending of funds for Parks from the voter utility tax and said the City has not acquired as many acres as had hoped, but every dollar was spent on either parks acquision, parks development, or parks maintenance. Administrative Services Director Jane Kirkemo reviewed increased costs and decreased revenues the City has realized since 2007. She then reviewed the aspects of the CFP, funding sources, revenues, what is underfunded, what is not included, and next steps. City of Olympia Page 2 City Council Meeting Minutes October 21, 2014 Mayor Pro Tem Jones asked to refer the report presented to Council by former Councilmember Karen Messmer regarding parks funding to the Finance Committee. Council agreed to the referral. He stated the bulk of this work will be done in the first quarter of 2015. Mayor Pro Tem Jones asked to refer the issues brought up by the Planning Commission related to transportation programs and continued constraints to the transportation budget and the multimodal strategy to the Finance Committee. He said the discussion should be around the financing component. He also suggested an amendment to the Comprehensive Plan be made in the Transportation Chapter. City Manager Hall said staff will look into this and get back to Council in a couple of weeks. Councilmember Langer said he is interested in keeping urban forestry at the same level as this year. The discussion was completed. 6.B 14-1004 Final Draft - Comprehensive Plan Update Community Planning and Development Deputy Director Leonard Bauer provided a brief introduction. He said the Council agreed to bring three topics forward from the October 7 Special Study Session discussion: Capitol Lake, alleys, and the future land use map. The Council discussed each item and concluded the discussion as follows: Capitol Lake Policy PN 4.4 Council chose Option 2 Policy on Alleys Leave both options in for discussion during the upcoming public hearing. Future Land Use Map Issue Council chose option 2 Council agreed to hold a public hearing on November 3 and to keep the written record open for five days afterwards. Mr. Bauer noted the public hearing will be focused on changes made since the last draft and these changes will be in the document posted on the City's website. The discussion was completed. 7. REPORTS AND REFERRALS City of Olympia Page 3 City Council Meeting Minutes October 21, 2014 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on various committees and events they attended. Councilmember Selby asked for a referral to the General Government Committee to review a program entitled Bountiful Byways. Council agreed and said this could be discussed in 2015. 8.B CITY MANAGER'S REPORT AND REFERRALS Mr. Hall reported there will be an Open House tomorrow at 5:00 p.m. in the Council Chambers for the three City Attorney candidate finalists. He also noted the Citizen Survey is underway. 9. ADJOURNMENT The meeting adjourned at 10:36 p.m. City of Olympia Page 4
