ROLL CALL Present: 7 - Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Julie Hankins, Councilmember Steve Langer, Councilmember Jeannine Roe and Councilmember Cheryl Selby 2. BUSINESS ITEM 2.A 14-1154 Continued Discussion on the 2015 Operating Budget and 2015-2020 Capital Facilities Plan to Conclude with Balancing of the Operating Budget Councilmember Cooper, as Finance Committee Chair, reviewed Committee recommendations as covered in his slide presentation. He stated under CFP adjustments, the utility tax on cable should remain in for maintenance. He also reviewed unfunded priorities and said he ranked them. He asked each Councilmember to do their own ranking and provide it to Administrative Services Director Jane Kirkemo by the end of the year. Mayor Buxbaum distributed a memo and reviewed the following recommendations from that memo: - Adjust the CFP to create a Parks Acquisition Account in 2015 for $300,000 to $1 million - Consider the Planning Commission's recommendation to create a Metro Parks District - Explore the sale of the Ward Lake property - Work with LBA stakeholders to look at options - Maintenance funding - move forward with an indirect rate proposal - Provide monthly performance measurement reports on the Condition Assessment and Major Maintenance Program (CAMMP) - A connected and coherent network of bicycle facilities should be a priority in the Transportation Plan There was discussion about funding the Parks Acquisition Account.
