1.A ANNOUNCEMENTS
Mayor Buxbaum announced there will be three king tides in Olympia this week.

The agenda was approved.
2. SPECIAL RECOGNITION - None
3. PUBLIC COMMUNICATION
Sarah Felizardo, Chelse Pagel, Jim Reeves, Bob Jacobs, Ron Nesbitt, Mary
Abramson, Erik Callison, and Bill Robinson spoke.
COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional)
Council asked City Manager Steve Hall to explore options with speakers who
expressed concern about the Low Income Housing Institute of Seattle's potential
housing project downtown. Mr. Hall agreed.
Council asked staff to get an update on police and staff actions regarding the drug
house at 1013 Miller Avenue and report back. Mr. Hall agreed.
4. CONSENT CALENDAR
4.A 15-0065 Approval of January 9, 2015 Minutes of a Special Meeting for a social
dinner following the first day of the Annual Retreat
The minutes were adopted.
4.B 15-0078 Approval of January 13, 2015 Special Study Session Minutes
The minutes were adopted.

4.D 15-0079 Approval of Bills and Payroll Certification
Payroll check numbers 87524-87579 and Direct Deposit transmissions: Total:
$3,760,873.78; Claim check numbers 3654750-3655969: Total: $6,679,721.28.
The decision was adopted.
4.E 15-0036 Approval to Amend the Interlocal Agreement with the Port of Olympia
for Environmental Restoration Assessment of West Bay
The contract was adopted.
4.F 15-0059 Approval of 2015 Facility Lease Agreement with Senior Services for
South Sound
The contract was adopted.
4.G 15-0066 Approval of City Council 2015 Priorities, Committee Assignments and
the 2015 Meeting Calendar
Councilmember Roe noted Community Investment Partnership (CIP) is a
subcommittee of Health & Human Services Council and should be listed as a single
assignment. Councilmember Selby is alternate.
The decision was adopted.

4.I 15-0026 Approval of Ordinance Amending OMC 16.05.050 Regarding Building
Heights
The ordinance was approved on first reading and moved to second reading.
Approval of the Consent Agenda
Councilmember Langer moved, seconded by Councilmember Hankins, to
adopt the Consent Calendar, except Item H (pulled for discussion) and with
changes to Item 4G as noted. The motion carried by the following vote:

4.H 15-0080 Approval to Submit Capital Budget Requests to the State Legislature
for Consideration
Following discussion, Councilmember Cooper moved, seconded by
Councilmember Roe, to direct staff to bring back a modified request list for
capital budget requests to the 2015 Legislature next week that modifies the
Isthmus demolition and clean-up project to make it more general and less
property specific to be in the range of $5 to $7 million. The motion carried by
the following vote:
Aye: 4 - Mayor Pro Tem Jones, Councilmember Cooper, Councilmember
Roe and Councilmember Selby
Nay: 3 - Mayor Buxbaum, Councilmember Hankins and Councilmember
Langer

6.A 15-0030 Annual Comprehensive Plan Amendment Schedule for 2015
Councilmember Langer moved, seconded by Mayor Pro Tem Jones, to set
Monday, March 2, 2015 as the deadline for submitting proposals for annual
Comprehensive Plan amendments and to direct staff to proceed with the
review schedule as outlined in the staff report. The motion carried by the
following vote:

Councilmember Hankins, Councilmember Langer, Councilmember
Roe and Councilmember Selby
6.B 14-0482 Review and Provide Guidance on the Music Out Loud Proposal
Following discussion, Mayor Pro Tem Jones moved, seconded by
Councilmember Selby, to direct staff to prepare an ordinance to amend the
Municipal Art Fund for Council action at a future meeting and to fully fund
the proposals, both parts 1 and 2 as provided in the staff report. The motion
carried by the following vote:

Councilmember Hankins, Councilmember Langer, Councilmember

6.C 14-1067 Approval of Transit Box Wrap Public Art Project

Following discussion, Councilmember Hankins moved, seconded by
Councilmember Selby, to approve the concept budget and call for art for the
proposed traffic box public art project and authorize the Arts Commission
and staff to implement the project as proposed with an opportunity for
Council to consider the final art work. The motion carried by the following
vote:

Councilmembers reported on meetings and events they attended.
The Council agreed to consider scheduling the following topics during discussion of
upcoming agendas at next week's Study Session:
- Thurston Thrives presentation.
- Coalition of Neighborhood Associations (CNA) Memorandum of Understanding
(MOU) and relationship.
- Council reports.
8.B CITY MANAGER'S REPORT AND REFERRALS
Mr. Hall requested a referral to the Finance Committee regarding an offer of two free
parcels of land for Parks inventory. Council agreed.
He also reported:
- Partnership with the Olympia School District (OSD) to improve pedestrian crossings
on Henderson at Carlyon near Pioneer Elementary School.
- Food donations raised for the Food Bank.

During this portion of the meeting, citizens may address the Council regarding only items related to City
business, including items on the Agenda, except on agenda items for which the City Council either held
a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days. Individual testimony is
limited to three minutes or less. In order to hear as many people as possible during the 30-minutes set
aside for Public Communication, the Council will refrain from commenting on individual testimony until
all public comment has been taken. The City Council will allow for additional testimony to be taken at the
end of the meeting for those who signed up at the beginning of the meeting and did not get an
opportunity to speak during the allotted 30-minutes.
