City Hall Meeting Minutes 601 4th Avenue E Olympia, WA 98501 City Council Information: 360.753.8447 Tuesday, January 27, 2015 6:00 PM Council Chambers Special Study Session 1. ROLL CALL Present: 7 - Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Julie Hankins, Councilmember Steve Langer, Councilmember Jeannine Roe and Councilmember Cheryl Selby 2. BUSINESS ITEMS 2.A 15-0095 Funding Needs and Strategies for the Next Three to Five Years Councilmember and Finance Committee Chair Cooper said there was discussion at the recent Council retreat to move forward with a ballot issue for a Metropolitan Parks District and/or a waterfront bond. He said the Finance Committee met last Friday to prepare for a full Council discussion at tonight's Study Session regarding future funding needs. City Manager Steve Hall reviewed the discussion at last Friday's Finance Committee meeting regarding putting a ballot issue before the voters in 2015. The Committee brainstormed ideas to identify considerations within the following four categories: - Funding gaps - Revenue options - Timing and other considerations - Intangibles Councilmembers provided suggestions to bring forward for discussion at the next Finance Committee meeting and requested the discussion focus on revenue generating activities. The work session was completed. 2.B 15-0091 Consideration of Revised Draft of the Community Renewal Area Request for Proposal Document and Process Community Planning & Development (CP&D) Director Keith Stahley reviewed the following: - Background and vision for Downtown City of Olympia Page 1 City Council Meeting Minutes January 27, 2015 - Community Renewal Area fulfilling aspirations for a vibrant Downtown - What the Requent for Proposal process should provide - Principles for the process - Potential/priority sites - Potential City incentives - Proposal requirements and preferences - Evaluation of criteria Council comments and questions included the following: - Could Community Development Block Grant funds be used for economic development? - Could we have a fund for environmental clean-up? - Maps should indicate areas in the Downtown that are built on fill. - Under Preferences - add "designs maximizing public interactions with the building on the street front". - Narrow properties down - it is too big. - Consider removing Isthmus properties from this list. Mr. Stahley said the next step is going back to the Community and Economic Revitalization Committee (CERC) and then back to Council when finalized. It was suggested that the February 3 CERC meeting be cancelled in order to hold a Study Session on this issue. The work session was completed. 2.C 15-0108 Review of Upcoming Agendas Mayor Buxbaum spoke on the new meeting schedule and how Reports will be presented. It was noted the General Government Committee will be discussing this at its next meeting. The discussion was completed. 3. ADJOURNMENT The meeting adjourned at 7:53 p.m. City of Olympia Page 2
