3. PUBLIC COMMUNICATION
Jerry Dierker, Tom Nogler, Elizabeth Hesselbacher, TJ Johnson, Lyndsey Logan,
Wendy Baker, Lucia Wyss, Jim Reeves, Walt Jorgensen, Ron Nesbitt, Andrew
Jacobson, Lawrence Jacobson, Evan Jacobson and Maria Ruth spoke.
COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional)
Mayor Buxbaum asked for Council direction on moving the resolution to support a ban
on nontherapeutic uses of antibiotics forward. Councilmember Selby proposed
looking at the Seattle resolution and bringing this topic back on Consent next week.
Mayor Buxbaum agreed to send a letter to U. S. Senator Patty Murray as suggested
in the paperwork. He also recommended citizens interested in this issue make
contact with the County Board of Health.

The minutes were adopted.

Approval of the Consent Agenda
Councilmember Langer moved, seconded by Councilmember Hankins, to
adopt the Consent Calendar. The motion carried by the following vote:

Councilmember Hankins, Councilmember Langer, Councilmember
Roe and Councilmember Selby
5. PUBLIC HEARING
5.A 15-0119 Public Hearing on Proposed Community Renewal Area Resolution
Community Planning & Development (CP&D) Director Keith Stahley, Pacifica Law
Group Attorney Jay Reich, ECONorthwest Senior Planner Lorelei Juntunen, CP&D
Building Official Todd Cunningham and Police Chief Ronnie Roberts provided
background in advance of the public hearing.
Mayor Buxbaum opened the public hearing at 8:14 p.m.
Jim Haley, Walt Jorgensen, Susan Ahlschwede, Connie Phegley, Bonnie Jacobs,
David Schaffert, Ed Crawford, Vida Zvirzdys-Farler, Sherri Goulet, Michael Cade,
Theresa Madden, Bob Jacobs, Glenn Wells, Bob Woolf, Jeffrey J. Jaksich, Bill Foster
and Ron Thomas spoke.
Mayor Buxbaum closed the public hearing at 9:02 p.m.
Following discussion, Mayor Pro Tem Jones moved, seconded by
Councilmember Hankins, to adopt the resolution as proposed, minus
Section 1.A.1.e.(Vine Street Property at 415 Capitol Way), and direct the City
Manager to proceed with steps as outlined in Section 4. The motion carried
by the following vote:

Councilmember Hankins, Councilmember Langer, Councilmember
Roe and Councilmember Selby

6.A 15-0123 Consideration of Immediate Actions and Long-Term Visioning Process
for the Artesian Commons
Parks, Arts and Recreation Department Director Paul Simmons provided background
and proposed short- and long-term plans for the Artesian Commons Park.
Councilmember Roe asked about designating a Council liaison. The Council agreed
this could be discussed at the Land Use and Environment Committee.
Following discussion, Councilmember Langer moved, seconded by
Councilmember Hankins, to approve the recommendations proposed by
staff and potential community partners as outlined in this report. The motion
carried by the following vote:

Councilmember Hankins, Councilmember Langer, Councilmember
Roe and Councilmember Selby

Councilmembers reported on meetings and events they attended.

Mr. Hall reported on the following:
1. Michelle Morland from the National Development Corporation presents a seminar
on Public Finance and the Council could schedule a one-hour Study Session on this.
Council agreed to schedule this in March.
2. He distributed a handout on the Log Cabin Reservoir in southeast Olympia.

During this portion of the meeting, citizens may address the Council regarding only items related to City
business, including items on the Agenda, except on agenda items for which the City Council either held
a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days. Individual testimony is
limited to three minutes or less. In order to hear as many people as possible during the 30-minutes set
aside for Public Communication, the Council will refrain from commenting on individual testimony until
all public comment has been taken. The City Council will allow for additional testimony to be taken at the
end of the meeting for those who signed up at the beginning of the meeting and did not get an
opportunity to speak during the allotted 30-minutes.
