ROLL CALL Present: 7 - Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Julie Hankins, Councilmember Steve Langer, Councilmember Jeannine Roe and Councilmember Cheryl Selby 1.A ANNOUNCEMENTS Mayor Buxbaum announced the Council met in Study Session at 6:00 p.m. and no decisions were made. 1.B APPROVAL OF AGENDA The agenda was approved. 2. PUBLIC COMMUNICATION - For Consent Calendar Items Lucia Wyss spoke. 3. CONSENT CALENDAR 3.A 15-0154 Approval of January 9, 2015 and January 10, 2015 City Council Retreat Minutes The minutes were adopted. 3.B 15-0161 Approval of February 3, 2015 City Council Meeting Minutes Councilmember Roe requested a correction to the minutes under Item 6A, Consideration of Immediate Actions and Long-Term Visioning Process for the Artesian Commons. She said the Council agreed to discuss designating a Council liaison at the Land Use and Environment Committee, not the Leadership Committee. Council agreed to include the correction as part of the Consent Calendar adoption and staff will add the item to the work plan. The minutes were adopted as amended. 3.C 15-0148 Approval of Memorandum of Understanding with Washington Traffic Safety Commission for Speed Enforcement City of Olympia Page 1 City Council Meeting Minutes February 10, 2015 The contract was adopted. 3.D 15-0156 Approval of Downtown Welcome Center Proposal The decision was adopted. 3.E 15-0157 Approval of Interlocal Agreement for the Study of Alternatives to Incarceration The contract was adopted. 3.F 15-0158 Approval of the 2015 Land Use and Environment Committee Annual Work Plan Councilmember Langer noted the next Land Use and Environment Committee meeting will be March 26 instead of March 19. Staff will update the work plan to incorporate the meeting date change. The decision was adopted as amended. 3.G 15-0160 Consideration of Resolution Concerning Nontherapeutic Uses of Antibiotic Medicine in Livestock Production The resolution was adopted. 3. SECOND READINGS - None 3. FIRST READINGS 3.H 15-0126 Approval of Ordinance Revising the City of Olympia Zoning Map Amendment Criteria The ordinance was approved on first reading and moved to second reading. 3.I 15-0124 Approval of Revised Ordinance Adopting the 2015 Transportation Impact Fees The ordinance was approved on first reading and moved to second reading. Approval of the Consent Agenda Councilmember Langer moved, seconded by Councilmember Hankins, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 7 - Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins, Councilmember Langer, Councilmember Roe and Councilmember Selby 4. REPORTS AND REFERRALS 5.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events they attended. Councilmember Hankins asked the Council to meet with the Coalition of Neighborhood Associations (CNA) regarding subarea planning and the Memorandum of Understanding (MOU). The Council agreed to schedule two Study Sessions with the CNA: - March 17 at 5:30 to discuss the subarea planning - March 31 to discuss the MOU 5.B CITY MANAGER'S REPORT AND REFERRALS City Manager Steve Hall reported on the following; 1. The Olympia School District is looking for a Council representative to sit on the Citizens Facilities Advisory Committee which will meet on Wednesdays for approximately six months. Mayor Pro Tem Jones offered to serve, but not on the 1st or 3rd Wednesdays since he has the Intercity Transit Authority Board meetings on those days. Councilmember Selby also volunteered to serve on the Committee. Mr. Stahley will attend as the staff representative. Mr. Hall said he would check on the meeting day. Mayor Buxbaum noted that OSD capital invesments impact the City and he asked for a joint Study Session with them to discuss this topic. 2. Mr. Hall distributed a Memorandum of Understanding from Thurston County regarding neonicotinoids, as well as a copy of the City's resolution regarding this. He said Thurston County would like Olympia to sign onto this. He said he will check back with the Council in a couple weeks after they have had a chance to consider this. Assistant City Manager Jay Burney invited the Council and public to an event sponsored by the Human Relations Committee - "Celebrating Our History" - on Saturday, March 17, 3:00 - 5:00 p.m. in Council Chambers. 6. ADJOURNMENT Mayor Buxbaum announced there is no Council meeting next week. The next meeting will be February 24. The meeting adjourned at 9:04 p.m. City of Olympia Page 3
