ROLL CALL Present: 7 - Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Julie Hankins, Councilmember Steve Langer, Councilmember Jeannine Roe and Councilmember Cheryl Selby 1.A ANNOUNCEMENTS Mayor Buxbaum announced the passing of Public Works employee Patricia Pyle over the weekend. He said she will be missed and expressed sympathy to the family. Mayor Buxbaum announced the passing of City Manager Steve Hall's mother-in-law and extended thoughts and sympathy to him and his family. 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMUNICATION - For Consent Calendar Items - None 4. CONSENT CALENDAR 4.A 15-0192 Approval of February 10, 2015 Special Study Session Meeting Minutes The minutes were adopted. 4.B 15-0193 Approval of February 10, 2015 Special Council Meeting Minutes The minutes were adopted. 4.C 15-0194 Approval of Bills and Payroll Certification Payroll check numbers 87580 through 87664 and Direct Deposit transmissions: Total: $5,665,926.89; Claim check numbers 3655970 through 3657219: Total: $7,884,996.07. City of Olympia Page 1 City Council Meeting Minutes February 24, 2015 The certification was adopted. 4.D 15-0195 Farmers Market Maintenance and Operations Agreement Extension The contract was adopted. 4.G 15-0221 Consideration of Resolution Concerning Puget Sound Energy’s Continued Reliance on Coal-Fired Power Production and Proposed Legislation before the Washington State Legislature Mayor Pro Tem Jones noted revisions to the resolution based on evolving legislation. The resolution was adopted. SECOND READINGS 4.E 15-0124 Approval of Revised Ordinance Adopting the 2015 Transportation Impact Fees The ordinance was adopted on second reading. 4.F 15-0126 Approval of Ordinance Revising the City of Olympia Zoning Map Amendment Criteria The ordinance was adopted on second reading. Approval of the Consent Agenda Mayor Pro Tem Jones moved, seconded by Councilmember Cooper, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 7 - Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins, Councilmember Langer, Councilmember Roe and Councilmember Selby FIRST READINGS - None 5. REPORTS AND REFERRALS City of Olympia Page 2 City Council Meeting Minutes February 24, 2015 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reports on meetings they attended. Councilmember Selby moved, seconded by Mayor Pro Tem Jones, to re-form the Community and Economic Revitalization Committee (CERC) with Councilmember Hankins, Mayor Pro Tem Jones and Councilmember Cooper as members, with the chair to be chosen at the next CERC meeting. Following discussion, the motion carried 4-3, with Mayor Buxbaum, Councilmember Langer and Councilmember Hankins voting against. 8.B CITY MANAGER'S REPORT AND REFERRALS - None 9. EXECUTIVE SESSION 9.A 15-0184 Executive Session Pursuant to RCW 42.30.110(1)(c) - Real Estate Matter Mayor Buxbaum announced a 5-minute recess and said the Council will reconvene in Executive Session at 8:50 p.m. to discuss a real estate matter. He indicated no decisions will be made, the meeting is expected to last no more than 90 minutes, and the Council will adjourn immediately following the Executive Session.
