ROLL CALL Present: 6 - Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Julie Hankins, Councilmember Jeannine Roe and Councilmember Cheryl Selby Excused: 1 - Councilmember Steve Langer 1.A ANNOUNCEMENTS Mayor Buxbaum announced the Council met in a Special Study Session at 5:30 p.m. 1.B APPROVAL OF AGENDA City Attorney Mark Barber asked to add an Executive Session following the business meeting to discuss potential litigation. Council agreed. The agenda was approved as amended. 2. PUBLIC COMMUNICATION The following citizens spoke: Terren Zander, Jon Epstein, Jack Horton, Daniel Einstein, Jim Lazar, Jane Stavish, Bruce Fortune, Maria Ruth, Sherri Goulet, Bob Jacobs, Karen Messmer, Caro Gonzales, Pat Rasmussen, Allen Miller, Cristiana Figueroa, Ron Nesbitt, Brian Faller, Lisa Riener, and Chris Mounts. 3. CONSENT CALENDAR Mayor Buxbaum noted a correction to Item 3C to the safe walking route. Mayor Buxbaum pulled Item 3D for discussion and potential action after the Consent Calendar. 3.A 15-0592 Approval of June 2, 2015 Special Study Session Minutes The minutes were adopted. 3.B 15-0593 Approval of June 2, 2015 City Council Meeting Minutes The minutes were adopted. SECOND READINGS 3.E 15-0474 Appropriations Ordinance in the Amount of $350,000 for The Washington Center for the Performing Arts The ordinance was adopted on second reading. 3. FIRST READINGS 3.F 15-0551 Approval of Amendment to Ordinance 6957 (Operating Budget) The ordinance was approved on first reading and moved to second reading. 3.G 15-0552 Approval of Amendment to Ordinance 6958 (Capital Budget) The ordinance was approved on first reading and moved to second reading. 3.H 15-0553 Approval of Amendment to Ordinance 6944 (Special Funds) The ordinance was approved on first reading and moved to second reading. 3.I 15-0559 Approval of an Ordinance Amending the Fund 107 CDBG Loan Repayment Fund and Fund 108 HUD Fund The ordinance was approved on first reading and moved to second reading. Approval of the Consent Agenda Councilmember Cooper moved, seconded by Councilmember Hankins, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins, Councilmember Roe and Councilmember Selby Excused: 1 - Councilmember Langer ITEM 3D - PULLED FROM CONSENT CALENDAR 3.D 15-0595 Renewal of HOME Consortium Participation Program Years 2015, 2016, and 2017 Mayor Buxbaum indicated he first saw the letter from Thurston County in the packet. He noted the letter doesn't match his recollection of the Council's discussion three years ago and said he doesn't feel informed about options. City of Olympia Page 2 City Council Meeting Minutes June 9, 2015 Following discussion and the vote, City Manager Steve Hall agreed to send a letter to the County. Councilmember Cooper moved, seconded by Councilmember Roe, to remain in the HOME Consortium for the next three-year period of 2015, 2016, and 2017. The motion carried by the following vote: Aye: 5 - Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins, Councilmember Roe and Councilmember Selby Nay: 1 - Mayor Buxbaum Excused: 1 - Councilmember Langer 4. REPORTS AND REFERRALS 4.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events they attended. Councilmember Cooper asked to be allowed to attend next week's meeting via conference call. He then asked for a referral to the General Government Committee to establish a policy on remote attendance and add this policy to the Council guidebook. Council agreed to the referral. Councilmember Cooper moved, seconded by Mayor Buxbaum, to allow Councilmember Cooper to participate in the June 16, 2015 Council meeting via conference phone call, as long as he is able to hear the meeting and the Councilmembers can hear him. Motion passed unanimously. Councilmember Cooper said the Finance Committee is meeting tomorrow, and because of the light agenda, the Committee could discuss the proposal to take the Metropolitan Park District ballot issues to voters in November. Councilmember Cooper moved, seconded by Councilmember Roe, to direct the Finance Committee to work with staff and park advocates to prepare the necessary documents to put a Metropolitan Park District on the ballot and bring them to Council for action on July 7. Motion passed 4-2 with Mayor Buxbaum and Councilmember Hankins voting no. Mayor Buxbaum said he is seeking advice on holding public meetings regarding the May 21 shooting event. He asked the City Manager to provide him information on body cams and he will then report this information under Reports. 4.B CITY MANAGER'S REPORT AND REFERRALS Mr. Hall reported that beginning Sunday, June 14, the City will be begin its annual City of Olympia Page 3 City Council Meeting Minutes June 9, 2015 road striping. He asked the public not to drive over freshly painted lines to allow time for the paint to dry. 5. ADJOURNMENT Mayor Buxbaum recessed the meeting at 10:05 p.m. to Executive Session pursuant to RCW 42.30.110(1)(i) to discuss potential litigation. He said the Executive Session will convene in five minutes, no decisions will be made, the meeting is expected to last no longer than 30 minutes, and the Council will adjourn immediately following the Executive Session. Staff in attendance included the City Manager, the Assistant City Manager, and the City Attorney. The meeting adjourned at 10:40 p.m. City of Olympia Page 4

PUBLIC COMMUNICATION (Estimated Time: 0-30 Minutes) (Sign Up Sheets are Provided in the Foyer) During this portion of the meeting, citizens may address the Council regarding only items related to City business, including items on the Agenda, except on agenda items for which the City Council either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days, or where the public testimony may implicate a matter on which the Council will be required to act in a quasi-judicial capacity. Individual testimony is limited to three minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the Council will refrain from commenting on individual testimony until all public comment has been taken. The City Council will allow for additional testimony to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
