The contract was approved.
4.C 16-0954 Approval of Teamsters 2016-2018 Collective Bargaining Agreement
The contract was approved.
4.D 16-0953 Approval of a Construction Contract for the Washington Center for the
Performing Arts HVAC Upgrade Project - Phase 1

4.L 16-0902 Approval of the Eastside Traffic Box Wrap Public Art Project
Arts and Events Program Manager Stephanie Johnson presented the 103 citizen
submissions for the East Side Traffic boxes that will go foward for public voting. The
voting process will take place online via Facebook and in person at the Olympia
Center beginning September 1, 2016.
Councilmembers asked clarifying questions.
The decision was adopted.

Regulations Pertaining to Flooding
The ordinance was adopted on second reading.
4.F 16-0843 Approval of Ordinance to Adopt Kaiser Harrison Opportunity Area Plan
The ordinance was adopted on second reading.
4.G 16-0858 Approval of Ordinance Amending the Public Health, Arts, Parks and
Recreation Chapter of the Comprehensive Plan
The ordinance was adopted on second reading.
4.H 16-0929 Approval of Ordinance Amending Olympia Municipal Code (OMC)
Chapter 2.100, Article II, Relating to Public Art
The ordinance was adopted on second reading.
4.K 16-0859 Approval of Ordinance Amending the Land Use and Urban Design

The ordinance was adopted on second reading.

The decision was adopted on first and final reading.

Councilmember Hankins moved, seconded by Councilmember Cooper, to
adopt the Consent Calendar. The motion carried by the following vote:

Councilmember Roe

6.A 16-0901 Approval to Purchase the 2016 Percival Plinth Project People’s Choice
Award-Winning Sculpture
Arts and Events Program Manager Stephanie Johnson discussed the Percival Plinth
Project People's Choice Award. Arts in Public Places Committee Chair Diana
Fairbanks announced this year's winner; a bronze sculpture, by artist David Varnau,
entitled Joie De Vivre.
Councilmembers asked clarifying questions.
The decision was approved.

3. PUBLIC COMMUNICATION
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, citizens may address the City Council regarding items related to City
business, including items on the Agenda. In order for the City Council to maintain impartiality and the
appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political
campaigns, speakers will not be permitted to make public comments before the Council in these three
areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days,
or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on
which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker
promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to three (3) minutes or less. In order to hear as many people as
possible during the 30-minutes set aside for Public Communication, the City Council will refrain from
commenting on individual remarks until all public comment has been taken. The City Council will allow
for additional public comment to be taken at the end of the meeting for those who signed up at the
beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
